are there any local shops that make or sell anything similar to this:

I'd prefer to shop locally than over the internet or mail order.

Can you fab some of these up? Do you think that these will tie in to the bumpers that you make?

Yup...I have been looking into these already. They will tie into any bumper from stock to aftermarket as long as it utilizes the 4 OEM outside bolt holes.
