Thanks David, I did finally manage to get a copy of the Environmental
Assessment report from Rory Steinke, in the Mesa office. He seemed like
a good guy.

The thing I found most amazing about the report was that their OWN
ASSESSMENT stated that the impact of vehicles COULDN'T be determined due
to any evidence being overwhelmed by the cattle. How can they even
consider closing the road to motorized vehicles when they admit that
they don't even have any idea if the vehicles are causing any problems?
Grrrrr.......

My letter's in the mail.

Outdoor Enthusiasts:

The Blue Water Network is an anti-access organization with a focus on National Park Lands. In the southwest many National Parks have extensive networks of backroads that are available to highway licensed vehicles. If the Blue Water Network get what it wants, no mechanical access will exist off of paved surfaces in NPS holdings. Potentially, this means that the El Camino Del Diablo could become off limits--it that vast area of southern Arizona becomes a National Park. The Grand Canyon NP, Glen Canyon NRA, Lake Mead NRA, Canyonlands NP, Big Bend NP, and Death Valley NP--are examples of NPS holdings that have quality back country mechanized recreation opportunities available. You may want to call your local National Park Service office to obtain contact information about the NPS holdings that you want to communicate with. --See the note below from Carla Boucher--

NOTE: Some of you may never have been four wheeling on National Park Service managed
lands. Areas which are jeopardized by this threat are not only traditional four wheel
drive roads and routes, but the beaches that our friends and members who sportfish on NPS
seashores use. We need everyone's help. Please send this form letter if you would!

MEMO TO: United Four Wheel Drive Associations
FROM: Carla Boucher
RE: Legislative Advocate Special Report (3-00)
DATE: February 25, 2000

As always, this form letter is available at www.wi4wda.org/carlaboucher.html

WHAT: The Bluewater Network, along with 67 other environmental groups, petitioned the
National Park Service to completely ban OHV use in National Parks. Information about the
petition is available at the Bluewater Network website at:
http://www.earthisland.org/bw/ (click on "Bluewater petitions Park Service to ban off-road
vehicles" - prs.release and report).

HOW IT EFFECTS UFWDA: The petition is full of inaccurate accusations to entice the
public into believing that OHV use is a major problem within the National Park Service.
However, statistics from the NPS show that OHV use occurs on less than one-half of one
percent
of the total NPS lands.

I have prepared a form letter to educate the NPS and the public regarding the truth
surrounding OHV use in National Parks. Please send this letter to the Washington, D.C.
Office as indicated on the form letter, but also please send it to NPS offices in your
area.

As always, please send the letter by U.S. Post if possible rather than via e-mail. I
believe that we make more of an impact with letters than with e-mail.

Robert Stanton, Director

February 22, 2000

Dear Mr. Stanton,

The National Park Service received a petition by Bluewater Network and other
environmental organizations calling for a complete ban to OHV use on National Park Service
units. I am writing to request that the National Park Service continue to permit OHV use
within our park units.

- There are 378 NPS units (see www.nps.gov/legacy/index.htm and click on parks). 59 units
have OHV use on them, which equals 16% of NPS units. The Bluewater petition stated, "ORVs
are being used in more than half of all possible park units, or a total of 59 units (55%)"
. They use this statistic to try to make you and the public believe that OHV use is at a
some critical level when in fact, use occurs on only 16% of NPS units, not 55% as
Bluewater would have you believe.

- There are 378 NPS units. 38 units equals 10% of NPS units. The Bluewater petition
stated, "38 parks (35%) acknowledge serious damage to resources..". They use this
statistic to try to make you believe that OHV use is at a critical level, when in fact
serious damage is alleged to occur on 10% of NPS units, not 35% as Bluewater would have
you believe.

- The Bluewater petition stated, "Over 30,434 miles of four-wheel drive routes are
legally
open to off-road vehicles". This statement is intended to lead you to believe that OHV
use occurs at an alarming level. In fact, 30,434 miles of four-wheel drive routes
(approximately 100 feet wide) are equal to, or comprise 368,860 acres of land. The NPS
total acreage equals 80.7 million acres. Therefore, roads comprise less than one-half of
one percent of the total NPS acreage (0.46%).

It may appear that Bluewater Network and its environmentalists partners are concerned with
park ecology, however they are addressing use on less than one-half of one percent of all
our National Parks and are doing nothing to educate users on proper land use techniques.
I could not find one instance on Bluewater Network's website (www.earthisland.org/bw/)
where they educated the public on proper practices when visiting our National Parks. No
link to TreadLightly!, no information on how to "pack it in, pack it out", no Keep America
Beautiful education. This lack of educational information should lead you to question
their sincerity in protecting ecological sustainability of our National Parks. This,
coupled with their failure to provide accurate statistical information, should lead you to
question the validity of anything Bluewater Network publishes, including their claims of
OHV damage.

Although the alleged problem with OHV use occurs on a very, very small percentage of NPS
units, I am interested in working cooperatively with the National Park Service to find
solutions to site-specific problems.

Please continue to permit OHV use on National Park Service units. I look forward to
hearing from you in the coming weeks regarding this important issue and your response to
the inaccuracies of the Bluewater Network petition.

Sincerely,

Okay I don't actually have any personal experience with the Steel Horse

who feel that the quality of steel horse products is very lacking.

If the businesses would be willing, I'd include them in a section of the
website. I'll look into it, but I'm pretty sure I can set up a "Members
Only" section of the site that would require password to get into if that
would be a sticking point for any businesses that are interested in
offering discounts. I can see that while some companies may express
interest in allowing a discount, they may not want the amount f the
discount published for the world to see...

Do we have any more shirts unclaimed? I never placed an initial order,
and would like to get one now if there are any available.

I put it in my 94 YJ before I sold it. It looks decent covers more than the
stock carpet but it takes quite a bit of time to put in with all the
trimming & such and it is glued down with this really sticky glue (good luck
removing it in the future). It's a good carpet set if your planning to sell
your Jeep.;-)

Not sure about the Steel Horse carpet kits...but there other stuff is
generally pretty crappy. They have managed to develop a very bad reputation,
and I don't think they get much in the way of repeat business. Since I
really have no experience about their carpet kits, it's probably
inappropriate for me to have commented as I did...but what the heck. You may

Subject: you have to wonder about the USFS

Approximately a month ago, I sent a letter to the Cave Creek ranger station.
I asked for a copy of the Red Creek EA and I commented about closing Red
Creek. I received nothing from them, not even a note or a phone.

Last week, with the renewed FR18 posting by a David (I think that was who
did it), I again sent another letter to the same office. Again, I commented
that I had not received the requested EA and again I commented, based on my
limited knowledge of the info in the EA.

Guess what shows up in the mail today......a copy of the Red Creek EA.

I really have to wonder just how much these folks at the Cave Creek Ranger
Station are on our side. It certainly could be pure coincidence that I
received the EA a mere two days before the comment period closes. I am not
saying this was done intentionally, but considering I asked for it a month
ago, and I included my phone number and mailing address, they could have
easily picked up the phone to say...."Mr. Olson, we are out of copies of the
EA and it will be 3 weeks before we can put one in the mail", or something
like that. Gee, that would have taken maybe 30 seconds, including the time
to dial my number.

I realize that I am venting a bit here, but contrary to what several others
here in the group have said, this most recent experience with the USFS is so
typical of what I have always encountered. It really ticks me off.....more
so that I am paying their #%$^! worthless salary.

OK....I'm done for now. In the next installment of "Watch Out for the
USFS", I'll relate to you the episode of "The $300 Painting Overspray Fine",
courtesy of the bunch that works in the Prescott National Forest office.
You will really love that one.

Respectfully,

Stu

p.s. It looks like I'll be joining those of you that are doing the Coves
cleanup on the upcoming weekend. I look forward to meeting many of you.

I too had bad experiences with the Cave Creek Ranger office. The Mesa
office seemed great, though. And damn near ALL rangers I've encountered
"in the field" have been good. I guess I really don't have a point
here, other than there seems to be both good and bad in the USFS, and
though I've encountered both, there seems to be more good.

Here's a tactic I've always entertained to make the USFS officials
nervous and give them pause to think:

Let them know that one of the advantages of increased wilderness is
that we don't need as many people to manage it. One of the big benefits
to taxpayers of wilderness should be the cost savings brought by
reductions in staff at local offices.

Now remember, that's not what us Jeepers want. But by pointing out that
scenario, if I were a local Forest Ranger, I'd begin to think that my
job could be threatened by wilderness. It's multiple use that will keep
them in jobs. I as a taxpayer am perfectly happy with footing the bill
for this as long as I have access.

I finally have the Powertrax No-Slip locker installed in the front of my TJ.
For those who don't know, I have a 99 TJ Sport with the stock D30 up front
and a D44 with Trash Loc in the rear. It doesn't make the clicking sound
that is common with the Lock Right and the only time that I can tell it is
there is when backing up while turning the wheels hard, it pops as it
disengages. On the highway you don't notice it at all and it doesn't have
any affect on steering. I had it put in yesterday and already have about 90
miles on it but haven't gotten to use it off-road yet. This weekend at the
coves will be it's big test. I plan on putting a No-Slip in the rear when
the LSD wears out a bit more and money permits. So after 90 miles, 60 of
which was on the highway, I am extremely satisfied with the No-Slip's on

I run 35x14.5 SSR's, my wife runs 35x12.5 SSR's, on our third set now.

Would be interested in estimated tire
life: if you want traction you sacrifice tire life. If you want tire
life you sacrifice traction. Simple as that. Don't buy SSR's if tire
life is high on your list.

, ride,

Excellent, as is on-highway handling. Actually it's a surprise how good
it is for an aggressive tire.

noise

They are as quiet as any other aggressive radial I've owned.

, overall opinion

Extremely good traction. The only other tire I'd consider for traction
is the new Goodyear.

If you spend most of your time on pavement (as in daily driver) I think
you'd be happier with a tire like the BFG Mudders though.

All Radial tires have only 2 ply's in the sidewall, except BFG which
have three
if you like weak sidewalls then go for the radial, why not give the
tried and
proven Bais ply a chance ?

Good luck

Where did you order it from? I keep waiting for them to put something up on
the web, but their page has shown Under Construction or something like that
for months. Good price?

The SSR's have 6 ply side walls, which is one reason why they're so heavy
(bout 75lbs each on the 35x12.50's).

I'm leading a run through Chiva Falls and Italian Trap, (for those who
are not familiar with the location of these trails they are just east
of Tucson in the Rincon Mountains), on Monday, 3/20. Meet at the ABCO
at Tanque Verde and Catalina HWY @ 9:00 AM. Pre-run is Monday, 3/13
meeting at the same time, I expect to head out for the trails about
9:15, we should be back to our meeting spot around 4:00 PM baring any
major problems. Bring lunch and fluids, for yourself and your vehicle
:-). On the 1-5 trail rating scale this is typically a 3.5 to 4, I have
done these in a stock YJ but don't recommend it. For those that don't
feel like driving there are usually seats available to ride if you just
want to site see.
