Subject: Colorado trip end of July


Just wanted to invite anyone who was interested in the All for Fun trip
in northern Colorado the dates are July 29th through Aug 5th. Here is

leaving July 28th and staying in Salida (have family there), which is a
10-12 hour drive. We have found a place to rent a pop trail fairly
resonable for the week if anyone is interested. If you would like more
information drop me a note I have all the details and have
preregistered, they limit the group to 300 vechiles. Maybe we could
get a carvan to head up there.

I love the idea of adopting the Coves, but I have to agree with Doug and
Nick........placing trash barrels at each cove will only encourage the "city
park" mentality. People will use the cans, but unless they are emptied at
least once a week they will just become centerpieces in a huge pile of
trash. I think the idea of a dumpster right next to the gate with a big
sign on it would be a good thing. Something like "This dumpster has been
placed here for YOUR use. Please pack out your trash and keep our coves
clean." We could even put a dispenser on the side of the dumpster
containing kitchen sized garbage bags.

With as many people as we have in the club it wouldn't be too hard to have
someone out there at least once a month if not more often, so emptying cans
could be done. The issue of who carries them is a good one though......how
many of you could even fit a 55 gallon drum in your Jeep? We could pull the
trash out and bag it, but I for one don't really want to dig through other
peoples old food and dirty diapers. A 'permanent' garbage can attracts an
entirely different kind of garbage than the ground does, and also prevents
the natural sun-drying of the garbage.....resulting in a soggy mess crawling
with flies and maggots.

Education (signs), ease of personal responsibility (dumpster by the gate),
and a helping hand from the club every time one of us goes out there seems
to be the way to go, IMHO. I'll happily help out with any plan to keep the
Coves clean though. I'd rather not see cans at each cove, but if we do put
them out I'll volunteer as garbage man. I can carry all 5 at once in my
rig.......would just need some help lifting them in.

Hi all!

Geoff Simons (CJ8, AZVJC member) and a few others from
Tucson are headed out to Woodpecker tomorrow and would
like extend an invitation out to the other members to join them.

How about meeting at the dirt road off the highway (between
mile post 144 and 145 between 10 and 10:30AM. They are
leaving Tuccson (Oracle and Maggee) at 9AM.

This trail is rated a 4.5 at some of it's worst spots.
They will be on CB channel 4.

There is some rumor that Mr. Ed may also join them.
After the Woodpecker trail,
they are going to "walk" and check out the Highway from Hell trail.

Please call Sean Perkins at 520/544-0490 - he has volunteered
to be the contact for this run, if you need more info.

Subject: TR- Tequila Tank- Tucson


Hello again everyone,

I am leading a run to Tequila Tank tomorrow
This trail is in the Tucson-Redington Pass area.

We will meet at 9AM at the Abco Parking lot
at Tanque Verde and Catalina Highway.
CB-4

The trail is rated a 3.
The hardest obstacle is at the beginning of the trail,
a shelf if you will, that some stock vehicles may need
a small tug over. The rest is pretty easy with some big hills
to go up and down. We will have lunch at the tank and head back out.
We should be out on the road by 2PM. But, you never know.

Domenici: U.S. Forest Service 'ignored
laws'

JOHN MARBLE, Monitor Staff Writer

Sen. Pete Domenici, R-N.M., said the Clinton administration
probably violated several public participation laws by dealing
secretly with environmental groups while proposing the president's
"Protection of Forest Roadless Areas" policy, a press release said.

The press release said Domenici addressed the issue at a Forest and
Public Land Management Subcommittee hearing on the initiative
Tuesday. The proposal calls for the U.S. Forest Service to end
construction of roads on 40 to 60 million acres of national forest
land.

"I believe the Forest Service can be fair," Domenici told Forest
Service officials at the hearing, according to the press release. "In
this case, it should declare the current process invalid and start
over."

"If the tables were turned and the Forest Service had met
inappropriately with other forest users instead of environmentalists,
I cannot believe that the major environmental groups would not
already have you in court to have this policy thrown out for violating
so many provisions of public participation laws," Domenici said.

"I believe the Forest Service ignored laws by not listening to
everyone affected, instead favoring those who concur with your
goals," Domenici said.

On Nov. 16, the Forest Service launched the first of several phases
to gather public input by conducting a round of regional hearings on
Clinton's "roadless" proposal.

Domenici said in the press release that the Forest Service is duty
bound to follow the Administrative Procedure Act (APA), which
sets detailed procedures for agency rule-making, including public
hearing requirements and disclosure of "ex parte (one-sided)
communications."

These ex parte communications include closed-door meetings the
Forest Service conducted with environmental groups during the
development of roadless forest regulations, Domenici said, in the
press release.

"The public record for the rule-making does not acknowledge that
these ex parte communications ever occurred, or disclose what was
discussed," Domenici said.

"I believe those meetings with environmental groups violated the
limitations on contacts or meetings with outside groups during a
rule-making process," Domenici said.

The press release said that based on documents obtained by the
Senate Energy and Natural Resources Committee, the subcommittee
took issue with the Forest Service's apparent violation of the APA,
National Protection Act, Freedom of Information Act, Federal
Advisory Committee Act, as well as questionable fund
reprogramming.

Since 1998, the Forest Service has worked on two associated
rule-makings Ñ the first deals with a proposed interim rule
prohibiting road construction in about 42 million of the 192 million
acres of national forests in the United States, which are classified as
"roadless" areas.

The second rule-making deals with an advance notice issued by the
Forest Service on a proposed new national forest transportation
policy.

Domenici said in the press release that both efforts were pending
when the Forest Service and the administration began to meet in
secret with a small, select group of environmentalists with a direct
interest in the outcome of both rules.

Proponents for the Protection of Forest Roadless Areas initiative say
that, among other things, it will protect the current roadless areas
from logging, mining, and other destructive activities while still
allowing hiking, hunting, fishing and camping.

Opponents say that, among other things, it will eliminate public
recreation, including snowmobiling.

I couldn't stop to get details, but there was a project-looking FSJ
pickup on the Mill about 1/8 - 1/4 mile south of Southern in Tempe this
afternoon. It's gray (combination paint and primer), body loked pretty
straight though. I've seen it in the area before, so I believe that's
its home if anyone's interested.

To Whom It May Concern,
Please reads the text below and pass it up the food
chain to the managers that make the decisions.
I think that your company should really consider selling
your new "TJ" Fender flares in sets that will allow users
to purchase rear or front sets by themselves. I have ruined
my fender flares more than once but have been able to
replace only the ones I needed instead of buying a whole set
at at time. Savanna Jones will sell stock fender flares one
at time and this has made me a loyal customer to them when
it comes to other products. I have ask them to contact you
about this very subject.

I like the look, width, and the material of the new TJ
Fender flares and cannot wait to see them in person, But I
think that you need to consider what a bunch of the hard
core four wheelers are doing to there CJ's and YJ's. We
cutting large openings for tire clearance on the rear of our
Jeeps and then using the stock TJ rear flares to cover up
our handy work. I own a CJ-7 would like to switch over to
your new product but I would be wasting money on the front
flares that I cannot use. I have called your 1-800 line and
have been told that they are not available in rear sets
only. (They also said that the flares are not even in
production yet).
Please make this new product available to non TJ crowd
(there are allot of us). I know
there are quite a few in my clubs that would benefit from
this decision.

his frame and springs may be farther inboard. im not sure on that one.
but i do know that the springs on my narrow track 78 CJ are in the same
position as your widetrack 83 CJ and the frames are the same width.
like i said though, im not sure about the pre76s. the frames and
springs may be different. i do know they use narrower springs.
BTW id love to have your widetracks. : )

I am not to sure of where to rent Jeeps out here, I think a place in Scottsdale rents them.
There are many trails east of Phoenix out past Apache Junction. We go out there all the time it is just past Florence Junction. There are about 10 trails ranging from mild to insane. The trails listed are all do able with a stock TJ and a little skill, Orviles Loop, Ajax Loop, Coke Ovens, Box Canyon,Devils Crossing, Hackberry Creek, Roger's Trough, plus a few more in the same area. (Wood Pecker, Martinez and Ajax mines maybe too rough for rentals unless you like damage).
I am sure if you give this group notice or monitor our e-mail traffic you can get some volunteers to show you some scenic and challenging trails out here.
Just send in another message a few weeks prior to coming out here.
If you want to get an dea of whats out there check the Mesa 4 WDC web site they have a large photo album of this area.

I think the idea of sponsoring a trail or area is something that all
Clubs need to do if we want to keep our hobby/sport legal on trails. We
need the publicity, the ability to say "look at the good we've done" if
we want to keep the ultra-greenies off our backs. I am also a 'greenie',
just not to the extent that I want to prevent access to the national
forests in order to protect them for future use. If you shut off access,
there is no longer anyone to enjoy the area...it doesn't take a rocket
scientist to figure that one out (no offense, Dan <G>)

However, putting barrels in the Coves is just asking for other problems,
as touchd on by several other members previously. Face it, humans are
lazy. Even if they are disciplined enough to know better than dumping
their trash out the window, most of them will still dump at the first
trash can/dumpster they see. If we left a 55-gallon barrel at a Cove for
the weekend, I guarantee it would be overflowing with food, diapers and
assorted unmentionable junk by the end of the weekend. Come summertime,
and that will be a very ripe area, covered in flies, bees, and maggots in
a short amount of time. I don't feel like hoisting that into the back of
my Cherokee to dump it...

Instead, how about seeing if the Forest Service can provide a large
dumpster to put in the exit lane of the green gate? You know, the two or
three parking spots just north of the gate itself? It's pretty visible
to everyone, including the daytime picnickers who have never ventured
inside the gated area. Those are the ones we need to reach, to show them
that not all four-wheelers are loud redneck vandals. We can provide a
sign for the dumpster and possibly others for the area inside the
fenceline reminding people to pack it out. I know that the signs inside
the fenced area would be riddled with small-caliber holes in no time, so
any other ideas?

and remove the bearing cap assembly-
-Remove the case bottom screw-
-Remove the intermediate shaft lock plate bolt, lock washer and lock
plate
-NOTE: The rear bearing cap assembly may be serviced without further
disassembly of the transfer case. Refer to "Rear Bearing Cap Inspection"
-Drive the intermediate shaft out to the rear of the case using Arbor Tol
W-280. This tool allows the two sets of needle bearings and three
spacers to remain in position while the shaft is removed.
-Remove the intermediate gear assembly through the bottom of the case.
-Remove front output shaft yoke and washer using Yoke Holding Wrench
C-3281
-Remove front output yoke using Puller Tool W-172. Remove the felt oil
seal and oil seal gasket
-Remove the front oil seal using Pulle Tool W-251
-Remove the screws which attach the rear bearing cover and remove the
cover.
CAUTION: when removing rear bearing cover, take care to avoid damaging
the gaskets and shims between the cover and case.
-Position both shift rails in Neutral
-Remove the left fork set screw.
-Rotate the shaft 1/4 turn counterclockwise. Hold the shift fork and use
a punch through the rail pin hole as a handle to pull the shift rail out
of the case.
NOTE: When the shift fork is free of the rail, use hand to catch poppet
ball and spring under shift rail.
-Remove the screws which attach the front shift housing. Slide the
housing from the remaining shift rail

AGENCY: Fish and Wildlife Service, Interior.

ACTION: Notice of 90-day petition finding.

SUMMARY: We, the U.S. Fish and Wildlife Service
(Service), announce a
90-day finding on a petition to list the yellow-billed
cuckoo (Coccyzus
americanus) as endangered, with critical habitat,
pursuant to the
Endangered Species Act (Act) of 1973, as amended. We
find that the
petition presents substantial scientific or commercial
information to
indicate that the listing of the yellow-billed cuckoo
may be warranted.
Therefore, we are initiating a status review to
determine if the
petitioned action is warranted. To ensure that the
review is
comprehensive, we are soliciting information and data
regarding this
species.

DATES: The finding in this document was made on
February 7, 2000. To be
considered in the status review and subsequent
12-month finding for the
petition, your information and comments must be
received by April 17,
2000.

States Involved.

In the west, based on historic accounts, the species
was widespread
and locally common in California and Arizona; locally
common in a few
river reaches in New Mexico; common very locally in
Oregon and
Washington; generally local and uncommon in scattered
drainages of the
arid and semiarid portions of western Colorado,
western Wyoming, Idaho,
Nevada, and Utah; and, probably uncommon and very
local in British
Columbia. Hughes (1999) summarizes the species'
historic range and
status in these areas.

History of request to list

We were previously petitioned to list the western
yellow-billed
cuckoo (Coccyzus americanus occidentalis) in 1986 as
endangered in the
States of California, Washington, Oregon, Idaho, and
Nevada (Manolis et
al. 1986). We received this petition from Dr. Tim
Manolis, Western
Field Ornithologists, and it was cosigned by the
Animal Protection
Institute, Defenders of Wildlife, Sacramento River
Preservation Trust,
Friends of the River, Planning and Conservation
League, Davis
Audubon Society, Sacramento Audubon Society, and the
Sierra Club. We
published a 90-day finding on January 21, 1987, in the
Federal Register
(52 FR 2239) that the petition presented substantial
information
indicating that the requested action may be warranted.


We received another petition on February 9, 1998, and
dated
February 2, 1998, to list the yellow-billed cuckoo
(Coccyzus
americanus) as an endangered species. The petition was
submitted by
Robin Silver, Kieran Suckling, and David Noah
Greenwald of Southwest
Center for Biological Diversity on behalf of 22
groups. The 22 groups
are the Maricopa Audubon Society, Tucson Audubon
Society, Huachuca
Audubon Society, White Mountain Audubon Society, White
Mountain
Conservation League, Wildlife Damage Review, Sky
Island Alliance, San
Pedro 100, Zane Grey Chapter of Trout Unlimited, T and
E Inc.,
Biodiversity Legal Foundation, Environmental
Protection Information
Center, Sierra Nevada Alliance, Wetlands Action
Network, Rangewatch,
Oregon Natural Desert Association, Oregon Natural
Resources Center,
Klamath-Siskiyou Wildlands Center, Southern Utah
Wilderness Alliance,
Wild Utah Forest Campaign, Friends of Nevada
Wilderness, and Toiyabe

Linda,
Send them a note expressing the lack of accessories available for the ZJ's,
WJ's & XJ's.
You could send the same message to the other companies that make flares such
as Xenon, Bushwacker, Warn etc... these people may not realize that as these
Jeeps get older more and more of them are ending up as serious off-roaders.
I was hoping other members of the group would read my letter and then modify
it and send it into Bestop to try to convince them to sell their products in a

more customer suitable way.
