Thanks Al, for reserving the camping area for us. Sounds like it will work out well.

Not sure how many from Phoenix are going (from AzVJC), but several of us are planning on hooking up on the west side of town on Friday (2/4/00). The plan is to meet on the north side of I-10 at the 51st Av. exit at the Jack in the Box, at 12noon.

Those planning on making this caravan shoot out a note if you could, so we can keep an eye out for you. We'll be on channel 4.

Looking forward to Parker. Should be a blast.

We will leave a 10:00 AM 02/04/2000 at the Pilot truck stop. Exit 138 on

and 59ave. I plan to get there about 9:30, in order to get fuel and ice.
It
about 300 miles to Ocotillo Wells, so we should arrive about the time the
registration desk opens. We will make camp and get ready for the Sunset
Poker
Run at 6:30pm.

The second part of the "roadless" initiative is the plan on how the existing roads on National Forests will be managed. The article below indicates that the initial study of the FS road system is nearing completion. The comment period for the "roadless" initiative should have been conducted concurrently with the publication of the road study and plan.

SAN FRANCISCO -- U.S. Forest Service chief Michael Dombeck said Tuesday a
long-awaited study on managing 380,000 miles of national forest roads is nearing
completion, and suggested that scaling back the roadway network is one of the likely
options.
Dombeck told the Commonwealth Club that the report, which will be offered within
weeks for a round of public hearings, is the first step toward devising a nationwide plan to
manage the controversial road system.
"We'll sit down with county supervisors" and others to work out a plan, Dombeck
added.
Environmentalists believe the roads can contribute to environmental harm in the
nation's 192 million acres of national forests. Dombeck agreed, in part.
The question is, which roads should be eliminated? Some roads may be a "bulwark
against noxious weeds, invasive species," Dombeck said.
"The problem is that right now we have more roads than we can afford," he said,
noting that roads, especially those that are poorly maintained, can degrade fisheries and
wildlife habitats.
"We're losing access by our inability to maintain roads. About 1,000 miles of roads
annually fall into disrepair," said Dombeck.
But Chris Nance, a spokesman for the California Forestry Association, said Dombeck
and the Clinton administration have focused on roads to the exclusion of other elements that
affect forest health

People, this is about what is happening in Southern Arizona. But look around, the same type of activities are probably going on somewhere in the area close to where you live. I added bold print for one statement. About Kolbe's legislative assistance not knowing an answer to a question. His statement was that we needed to ask Luther Propst, Sonoran Institute. L. Propst is also very involved in trying to get the growth control package passed in this state. BUT BLM AND A LEGISLATIVE ASSISTANT STATING THAT THE PEOPLE HAVE TO ASK PROPST ABOUT SOMETHING PERTAINING TO THE GOVERNMENT. SOMETHING ISN'T RIGHT HERE.

Cochise County property owners who attended a tour and briefing last Friday
of the proposed Las Cienegas National Conservation Area (NCA) were not
convinced that they were getting the straight scoop from representatives of
the Bureau of Land Management (BLM) and Congressman Jim Kolbe's office.
Kolbe introduced legislation last September to create the 206,000-acre NCA,
which stretches from Tucson southward to Sonoita and Cochise County.
The big unanswered question of the day was this: how did private property in
Cochise County get included in the proposed area without the knowledge of
the property owners or county officials?
Cochise County Supervisor Les Thompson said he had heard about the proposed
NCA, which is located primarily in Pima and Santa Cruz Counties to the west;
but, he said, he had no idea it also included a portion of Cochise County
until he happened to look at a brochure about it in a BLM office.
Then, he said, he was told all property owners within the proposed
boundaries had been notified. But when he contacted some of the affected
property owners, he discovered they didn't know anything about it either.
According to Bill Brannen, who manages the Audubon Society's Research Ranch
in the extreme southern portion of the NCA, the idea for the NCA grew out of
the Sonoita Valley Planning Partnership, which was formed in 1995 to work on
public lands issues in the BLM's Empire-Cienega Resources Conservation Area
(RCA).
That area, which BLM purchased in 1988, is part of the proposed NCA.
Asked how part of Cochise County came to be included in the NCA, Jesse Juen,
BLM's Tucson area manager, said, "I don't know. Ask Kevin Messner [Kolbe's
legislative assistant]."
"I don't know either," said Messner, "You would probably have to ask Luther Propst at the Sonoran Institute [a conservation non-governmental
organization in Tucson] about that."
Unfortunately, Propst was out of town all week and could not be reached.
The proposed NCA, as outlined on a map dated Sept. 22, 1999, encompasses a
total of 322 square miles. It stretches approximately 35 miles, zigzagging
from Saguaro National Park (just east of Tucson) in the north to the
Coronado National Forest and Sonoita in the south. National forests also
form parts of the western and eastern boundaries.
Less than a quarter of the proposed NCA is currently federal land -
primarily the BLM's RCA. About half of the area is state land, and the rest
is privately owned.
About 20 square miles of that private property is in Cochise County. Some of
it is in the Mescal area along Interstate 10. Some lies between the
Whetstone Mountains and Fort Huachuca, including one private subdivision,
Mustang Heights. A narrow strip of state land separates the NCA from Fort
Huachuca.
The purpose of the NCA, according to a statement by Kolbe when he introduced
legislation to create the NCA last September, is to "conserve, protect, and
enhance various resources and values while allowing environmentally
responsible and sustainable livestock grazing and recreation" in the
watersheds of the Cienega Creek and Babocomari River - both of which Kolbe
calls "perennial streams."
Juen put it another way. He said the purpose was to prevent development and
stop Tucson from expanding into the area. "I never knew there could be such
a beautiful area so close to Tucson," said Juen. "It would be a shame to
lose it."
The NCA, Kolbe says, would also "provide corridors for animal movements that
are necessary for the long-term viability of important species."
Kevin Messner, Kolbe's legislative assistant, told Friday's group the
proposed NCA boundaries have changed since the September map, and are not
yet finalized. He said all private property owners within the proposed area
are being contacted to see whether or not they want to be included within
the boundaries.
According to Kolbe's bill, the Secretary of the Interior can acquire
"privately owned land or interests therein within the boundaries of the
conservation area by donation, exchange, or, only in the case of
conservation easements, by purchase."
By signing a conservation easement, Messner said, the property owner gives
up all development rights. (See page 11 for a guest editorial about such
easements.)
So far, Messner said, all the private property owners in Cochise County
except the owners of the Babocomari land grant - which covers about half of
the proposed county area - have said they do not want to be included in the NCA.
Kolbe's bill also authorizes the Secretary to acquire state land by any of
the above-mentioned means, or "by eminent domain, only with the consent of
the State of Arizona."
Although half of the proposed NCA - including most of the northern half - is
state land, Messner admitted the state does not support the creation of the
NCA. He said of all the state officials and representatives who have been
contacted, only one - District 8 Rep. Gail Griffin - has responded; and her
response was a letter of opposition.
Cochise County Administrator Jody Klein, at the direction of the Board of
Supervisors, has also written Kolbe a letter of opposition.
Klein questioned whether the presence of two NCAs sandwiched around Fort
Huachuca will negatively impact its ability to carry out its overall mission.
"The Fort is already subject to intense scrutiny, and increasing demands to
become involved in limiting private development off of the Fort Huachuca
Military Reservation through the NEPA process and Endangered Species Act
issues involving the San Pedro River," wrote Klein. "Will the inclusion of a
portion of the Babocomari eventually lead to inclusion of its entire length?
This could well have an impact on private development in the Greater Sierra
Vista area."
Asked why a NCA was necessary, since most of the affected land was already
either federally or state owned, Messner told Friday's group one reason was
to insure that future administrations could not prohibit ranching or
recreation, both of which are allowed under Kolbe's bill.
Messner also said that with a NCA designation, the President could not make
it a national monument, which would undoubtedly carry stricter provisions
than the proposed NCA. Clinton and Interior Secretary Bruce Babbitt have
threatened to do just that.
Messner assured Friday's group that, according to Kolbe's bill, a NCA
designation "shall not diminish the rights of private landowners," and would
have no effect on property adjacent to the NCA.
But the group was not convinced.
Barb Buntin, whose property was included within the original NCA boundaries,
pointed to some of the nebulous wording in Kolbe's bill - such as
"sustainable grazing" and a management plan "based on" the Sonoita Valley
Planning Partnership's plan - which, she said, in effect gives the Secretary
of the Interior the ability to do anything he wants.
Buntin also said the phrase, "Congress does not intend" [emphasis hers] to
have buffer zones around the proposed NCA is meaningless.
"This is the federal government out of control," Buntin said.

N. Arizona monument sparks suit

PHOENIX (AP) - Several Arizona lawmakers and Utah ranchers sued the
federal government yesterday over the creation of a national monument in
Northern Arizona.

Earlier this month, President Clinton declared three new national
monuments
during a trip to the Grand Canyon. The lawsuit concerns the Grand
Canyon-Parashant National Monument, which covers more than 1 million
acres of land, roughly the same amount as Grand Canyon National Park.

Seven state representatives, including Bill McGibbon, R-Green Valley,
are among the plaintiffs in the suit.

The list of plaintiffs includes several Utah ranching families. The
lawsuit states the ranchers live part of the year in Arizona on the
Shivwits Plateau that was designated for the monument.

The group is seeking an injunction prohibiting the creation of the Grand
Canyon-Parashant National Monument. It is also asking that the court
find the Antiquities Act unconstitutional. The act has been used since
1906 by all
but three presidents to protect the federally owned scenic areas from
harm due to activities such as mining or development.

``We don't have a problem with protecting the land,'' said Lana E.
Marcussen, attorney for the plaintiffs. But if a president wants to take
huge tracts of land,
Congress should have to write a bill and protect the interests of the
people it affects, she said.

Officials at the U.S. Interior Department were not available for comment
yesterday.

Chaney and Deanna Jo Saunders-Coleman were on the run from a string of
burglaries in Texas and Colorado. They were
driving a stolen pickup truck and were in possession of 11 stolen
firearms. On September 6, 1982, Coconino County
Sheriff's Deputy Robert Cline, on routine patrol, checked the campsite
where Chaney and Saunders-Coleman were staying
outside of Flagstaff. After requesting a check on the stolen truck,
Cline got out of his car and began talking to Chaney. Chaney
pulled a gun on the deputy, had Deanna disarm him, and handcuffed him to
a tree. Chaney and Deanna got into the truck and
started to leave. As they did, John Jamison, a reserve deputy who was
also a medical doctor, arrived at the scene. Chaney
jumped out of the truck and began firing at Jamison with an AR-15 rifle.
Using a hail of fire to pin Jamison down inside his
car, Chaney advanced to point blank range and fired three fatal shots
into the deputy. In addition to the fatal three wounds,
the deputy was struck by over 200 fragments of metal and glass from the
shots fired into the vehicle. Saunders-Coleman pled
guilty to second-degree murder and received a 21-year prison sentence.
She testified against Chaney.

I forsee a lot of complaining ahead..................the group seems to be
getting spammed pretty regularly. Before everyone jumps on Dan, everyone
needs to know that the group administrator does not normally preview
messages before they reach the list. I'm sure that Dan has this list set up
just like mine, with filters that prevent non-member submissions and look
for certain taboo key words. Unfortunately, once a person is actually
subscribed to the list, that person can post anything they want and the list
admin doesn't know about it until after the fact.

I'm sure that Dan will put this person in his place and inform him that this
is not the forum to bring up issues like this. If anyone feels the need to
respond, please respond directly to him......not to the group.

There are some things that are just too hard to believe! This from a
radio program, a TRUE report of a happening in Michigan:

A guy buys a brand new Jeep Grand Cherokee for $30,000 and has $500+
monthly payments. He and a friend go duck hunting and, of course, all
the lakes are frozen. These two guys go to the lake with the guns, the
dog, the beer and of course the new vehicle. They drive out onto the
lake ice, which is normal at this time of the year, and get ready.

They want to make some kind of a natural landing area for the ducks,
something for the decoys to float on. In order to make a hole large
enough to look like something a wandering duck would fly down and land
on, it is going to take a little more effort than an ice hole drill.
So, out of the back of the new Grand Cherokee comes a stick of dynamite
with a short, 40 second fuse.

Now, these two Rocket Scientists do take into consideration that they
should place the dynamite at a location far from where they are
standing (and the new Jeep Grand Cherokee). Mainly because they don't
want to take the risk of slipping on the ice when they run from the
burning fuse and possibly go up in smoke with the resulting blast. They
decide to light this 40 second fuse and throw the dynamite.

(Remember a couple of paragraphs back when I mentioned the vehicle, the
beer, the guns, and the dog?) Yes, the dog, a highly trained Black
Labrador used for retrieving. Especially things thrown by the owner.
You guessed it, the dog takes off at a high rate of doggy speed on the
ice and captures the stick of dynamite with the burning 40 second fuse
about the time it hits the ice.

The two men yell, scream, wave arms and wonder what to do now. The dog,
cheered on, keeps coming. One of the guys grabs the shotgun and shoots
the dog. The shotgun is loaded with # 4 steel duck shot, hardly big
enough to stop a Black Lab. The dog stops for a moment, slightly
confused, but continues coming. Another shot and this time the dog,
still standing, becomes really confused and of course terrified,
thinking these two Nobel
Prize winners have gone insane.

The dog takes off to find cover, (with the now really short fuse
burning on the stick of dynamite) and gets under the brand new
Cherokee. ---- BOOM! Dog and Cherokee are blown to bits and sink to
the bottom of the lake in a very large hole, leaving the two idiots
standing there with a "I can't believe this happened" look on their
faces.

The insurance company says that sinking a vehicle in a lake by illegal
use of explosives is not covered ..... A N D ......... He still had
to make those $500+ a month payments !!

And you thought your day was not going well!!
