My Jeep ('78 CJ7) failed a "level 2" inspection (required for out of
state transfers) because the tires "extended past the body."
Fortuneatly I was able to take off 1.5" spacers and put some dinky
tires to pass, but was told by the inspector that "if the tires
extend past the body, flaps are required no higher than 8" from the
road for the width of the tire."

Hi Gang,
I know that this is a long shot... but I'm going to try anyway.
This afternoon when I came home... sitting in my driveway was a brindle (brown with black tiger like stripes) Pit Bull... looking pretty beat up. I got out of the car and went to take a look at the dog. It looks like it has fallen out of a moving vehicle or was hit... there is tar on the fur in patterns reminiscent of an animal rolling on asphalt and minor cuts and abrasions. The dog is a male and walks with a slight limp.
After washing the pooch and touching up the minor wounds... it is very clear that this dog has not been a stray for long. Not only is it extremely well behaved (as in follows commands to sit and stay) but it doesn't give my cats or birds a second look. This is someone's pet... and on the off chance that someone in the group is aware of anyone who recently lost an American Pit Bull Terrier (brindle in color), please let me know.
Here is a picture of a similar dog... the only difference is that the dog we found is a male and has a very light colored almost light milk chocolate nose and areas around the eyes:

I'll be posting some images around the neighborhood and holding the dog until I either find the owner or find someone who wants a very nice pet. The dog appears to be a purebred judging from the AKA specifications for the American Pit Bull Terrier.

Believe it or not our letters put enough pressure on the State Parks
Department to give the money back to the Game & Fish OHV fund. I plan to
write my letters to my reps thanking them for support but letting them know
that the State Parks Department decided to take the money back for their
general funds. They are a non-motorized agency. Point this out.
I attached a sample letter to your state reps and senators I also have the
address for the State Parks department and Tanna Thornberg. Please copy them
on all your letters. Thanks to Stu of his editions to the letter.

Re: AZ State gas tax fund
Several months ago, I contacted you and requested that the Off Highway
Vehicle (OHV) Gas Tax Fund not be raided in an attempt to balance the
budget. I thank you for listening. A full 30% of the fund was sent back to
the Arizona Game & Fish for OHV education and law enforcement use.
Because the return of these funds were somewhat unexpected, Game & Fish
decided to fund a grant program for OHV projects in the area. Before the
grants could even be evaluated, State Parks and Recreation decided to take
the money back for General Operating Expenses. The SPR is a non-motorized
state organization. Please explain how they can obtain funds that are ear
marked for OHV use and then funnel it into their own operating budget? The
grant proposals that had been submitted and waiting for funding approval
would have benefited the entire Arizona OHV community and the environment
they effect.

I don't know what answers you received but I don't think it requires
every person to have a permit................ one person can get a
permit for a group, however they are asked to submit license #'s for
everyone involved in the permit.
I know several have submitted it's a six month permit .................
that I was not aware of. I've always been told and/or required to
request a permit for each trip. You might try contacting the Tonto
Regional Office on McDowell...........???
I'm have been working with Tammy Pike (ex-OHV manager for State Land
Dept.... now the OHV coordinator for Tonto FS) on getting this permit as
well as the Adopt-a-Trail program in some workable format. Right now
the FS doesn't know what's happening with either program.

Just a little light bedtime reading (I believe this is the Arzona
Revised Statute referring to afformentioned monies:
ARS 28-1176. Off-highway vehicle recreation fund
A. An off-highway vehicle recreation fund is established. The fund
consists of:
1. Monies appropriated by the legislature.
2. Monies deposited pursuant to section 28-5927.
3. Federal grants and private gifts.
4. Matching monies from federal, state, local or private entities.
B. Monies in the off-highway vehicle recreation fund are appropriated
to the Arizona state parks board solely for the purposes provided in
this article. Interest earned on monies in the fund shall be credited
to the fund. Monies in the off-highway vehicle recreation fund are
exempt from the provisions of section 35-190 relating to lapsing of
appropriations.
C. The Arizona game and fish department shall spend thirty per cent
of the monies in the off-highway vehicle recreation fund for an
informational and educational program on off-highway vehicle
recreation and law enforcement activities relating to this article
and for off-highway vehicle law enforcement pursuant to title 17,
chapter 4, article 3.
D. The Arizona state parks board shall spend seventy per cent of the
monies in the off-highway vehicle recreation fund for the following
purposes:
1. No more than eighteen per cent to fund staff support to plan and
administer the off-highway vehicle recreation fund.
2. To establish a facility development program based on the
priorities established in the off-highway vehicle plan.
3. To establish a matching fund program for funding off-highway
related law enforcement, informational and environmental education
programs, mitigation of environmental damage, facility development,
land acquisition and construction of off-highway vehicle related
facilities.
E. The allocation of the monies in the matching fund program
prescribed in subsection D, paragraph 3 of this section and the
percentages allocated to each of the purposes prescribed in the
program shall be determined by an off-highway vehicle plan prepared
by the Arizona outdoor recreation coordinating commission and
approved by the state parks board.

ARS 28-1176. Off-highway vehicle recreation fund
A. An off-highway vehicle recreation fund is established. The fund
consists of:

2. Monies deposited pursuant to section 28-5927.
3. Federal grants and private gifts.
4. Matching monies from federal, state, local or private entities.
B. Monies in the off-highway vehicle recreation fund are appropriated
to the Arizona state parks board solely for the purposes provided in
this article. Interest earned on monies in the fund shall be credited
to the fund. Monies in the off-highway vehicle recreation fund are
exempt from the provisions of section 35-190 relating to lapsing of
appropriations.
C. The Arizona game and fish department shall spend thirty per cent
of the monies in the off-highway vehicle recreation fund for an
informational and educational program on off-highway vehicle
recreation and law enforcement activities relating to this article
and for off-highway vehicle law enforcement pursuant to title 17,
chapter 4, article 3.
D. The Arizona state parks board shall spend seventy per cent of the
monies in the off-highway vehicle recreation fund for the following
purposes:
1. No more than eighteen per cent to fund staff support to plan and
administer the off-highway vehicle recreation fund.
2. To establish a facility development program based on the
priorities established in the off-highway vehicle plan.
3. To establish a matching fund program for funding off-highway
related law enforcement, informational and environmental education
programs, mitigation of environmental damage, facility development,
land acquisition and construction of off-highway vehicle related
facilities.
E. The allocation of the monies in the matching fund program
prescribed in subsection D, paragraph 3 of this section and the
percentages allocated to each of the purposes prescribed in the
program shall be determined by an off-highway vehicle plan prepared
by the Arizona outdoor recreation coordinating commission and

It is a 6 month permit. The combination to the locks changes each month and the permit gives you 6 months worth of combinations. You only need one permit but that person must list all the license plate numbers on the permit. I was told that I could add them as needed. The permit holder is responsible for anyone traveling on their permit and they must stay together. I've held a permit since the opening of that trail.

I've seen quite a few of the hardest core "mechanical locker" guys go
over to the ARB setup... it really is the best of all possible
combinations for a rig that you run both on the trail and on the road.
I think I've had my ARBs for about 5 years now and have not had a single
problem nor changed a single seal.

Hey Joe how's things going? I have had my ARB for about 5 years also with no problems. Most ARB leaks are caused by installation issues. If the ARB is installed using the appropriate care then you should not have problems with leaks.

small number of strays...had good luck finding the owners of all so
far.
Maybe you should take him to a vet and have them scan him for a
microchip. Perhaps he got loose of a collar, or was stolen and thrown
from a vehicle, or even managed to jump out the owner's truck (being
carried in the back).
If chipped, the scan will definitely help to find the dog's owner.

I know that this is a long shot... but I'm going to try anyway.
This afternoon when I came home... sitting in my driveway was a brindle
(brown with black tiger like stripes) Pit Bull... looking pretty beat
up. I got out of the car and went to take a look at the dog. It looks
like it has fallen out of a moving vehicle or was hit... there is tar on
the fur in patterns reminiscent of an animal rolling on asphalt and
minor cuts and abrasions. The dog is a male and walks with a slight
limp.
After washing the pooch and touching up the minor wounds... it is very
clear that this dog has not been a stray for long. Not only is it
extremely well behaved (as in follows commands to sit and stay) but it
doesn't give my cats or birds a second look. This is someone's pet...
and on the off chance that someone in the group is aware of anyone who
recently lost an American Pit Bull Terrier (brindle in color), please
let me know.
Here is a picture of a similar dog... the only difference is that the
dog we found is a male and has a very light colored almost light milk
chocolate nose and areas around the eyes:

The dog appears to be a purebred judging from the AKA specifications
for the American Pit Bull Terrier.

having the dog neutered and vaccinated before sending it home with
someone.

state transfers) because the tires "extended past the body."
Fortuneatly I was able to take off 1.5" spacers and put some dinky
tires to pass, but was told by the inspector that "if the tires
extend past the body, flaps are required no higher than 8" from the
road for the width of the tire."

Subject: [OT] We found someone's missing Dog
Hi Gang,
I know that this is a long shot... but I'm going to try anyway.
This afternoon when I came home... sitting in my driveway was a brindle (brown with black tiger like stripes) Pit Bull... looking pretty beat up. I got out of the car and went to take a look at the dog. It looks like it has fallen out of a moving vehicle or was hit... there is tar on the fur in patterns reminiscent of an animal rolling on asphalt and minor cuts and abrasions. The dog is a male and walks with a slight limp.
After washing the pooch and touching up the minor wounds... it is very clear that this dog has not been a stray for long. Not only is it extremely well behaved (as in follows commands to sit and stay) but it doesn't give my cats or birds a second look. This is someone's pet... and on the off chance that someone in the group is aware of anyone who recently lost an American Pit Bull Terrier (brindle in color), please let me know.
Here is a picture of a similar dog... the only difference is that the dog we found is a male and has a very light colored almost light milk chocolate nose and areas around the eyes:

I'll be posting some images around the neighborhood and holding the dog until I either find the owner or find someone who wants a very nice pet. The dog appears to be a purebred judging from the AKA specifications for the American Pit Bull Terrier.

Believe it or not our letters put enough pressure on the State Parks
Department to give the money back to the Game & Fish OHV fund. I plan to
write my letters to my reps thanking them for support but letting them know
that the State Parks Department decided to take the money back for their
general funds. They are a non-motorized agency. Point this out.
I attached a sample letter to your state reps and senators I also have the
address for the State Parks department and Tanna Thornberg. Please copy them
on all your letters. Thanks to Stu of his editions to the letter.

Re: AZ State gas tax fund
Several months ago, I contacted you and requested that the Off Highway
Vehicle (OHV) Gas Tax Fund not be raided in an attempt to balance the
budget. I thank you for listening. A full 30% of the fund was sent back to
the Arizona Game & Fish for OHV education and law enforcement use.
Because the return of these funds were somewhat unexpected, Game & Fish
decided to fund a grant program for OHV projects in the area. Before the
grants could even be evaluated, State Parks and Recreation decided to take
the money back for General Operating Expenses. The SPR is a non-motorized
state organization. Please explain how they can obtain funds that are ear
marked for OHV use and then funnel it into their own operating budget? The
grant proposals that had been submitted and waiting for funding approval
would have benefited the entire Arizona OHV community and the environment
they effect.

I don't know what answers you received but I don't think it requires
every person to have a permit................ one person can get a
permit for a group, however they are asked to submit license #'s for
everyone involved in the permit.
I know several have submitted it's a six month permit .................
that I was not aware of. I've always been told and/or required to
request a permit for each trip. You might try contacting the Tonto
Regional Office on McDowell...........???
I'm have been working with Tammy Pike (ex-OHV manager for State Land
Dept.... now the OHV coordinator for Tonto FS) on getting this permit as
well as the Adopt-a-Trail program in some workable format. Right now
the FS doesn't know what's happening with either program.

ARS 28-1176. Off-highway vehicle recreation fund
A. An off-highway vehicle recreation fund is established. The fund
consists of:
1. Monies appropriated by the legislature.
2. Monies deposited pursuant to section 28-5927.
3. Federal grants and private gifts.
4. Matching monies from federal, state, local or private entities.
B. Monies in the off-highway vehicle recreation fund are appropriated
to the Arizona state parks board solely for the purposes provided in
this article. Interest earned on monies in the fund shall be credited
to the fund. Monies in the off-highway vehicle recreation fund are
exempt from the provisions of section 35-190 relating to lapsing of
appropriations.
C. The Arizona game and fish department shall spend thirty per cent
of the monies in the off-highway vehicle recreation fund for an
informational and educational program on off-highway vehicle
recreation and law enforcement activities relating to this article
and for off-highway vehicle law enforcement pursuant to title 17,
chapter 4, article 3.
D. The Arizona state parks board shall spend seventy per cent of the
monies in the off-highway vehicle recreation fund for the following
purposes:
1. No more than eighteen per cent to fund staff support to plan and
administer the off-highway vehicle recreation fund.
2. To establish a facility development program based on the
priorities established in the off-highway vehicle plan.
3. To establish a matching fund program for funding off-highway
related law enforcement, informational and environmental education
programs, mitigation of environmental damage, facility development,
land acquisition and construction of off-highway vehicle related
facilities.
E. The allocation of the monies in the matching fund program
prescribed in subsection D, paragraph 3 of this section and the
percentages allocated to each of the purposes prescribed in the
program shall be determined by an off-highway vehicle plan prepared
by the Arizona outdoor recreation coordinating commission and
approved by the state parks board.
F. Monies in the matching fund program established under subsection
D, paragraph 3 of this section shall be distributed in an amount
determined by the Arizona outdoor recreation coordinating commission
to a qualified state or federal agency, city, town, county or tribal
government. The Arizona state parks board may require additional
matching monies that may be direct monies or in-kind services from
these entities before the distribution pursuant to this subsection.
G. Agencies receiving monies under this section shall use the monies:

You're absolutely correct....................... this statute does not
allow for ASP to direct to the general fund of a NON-MOTORIZED operating
budget. The money they have now taken is from what was left from the

It is a 6 month permit. The combination to the locks changes each month and the permit gives you 6 months worth of combinations. You only need one permit but that person must list all the license plate numbers on the permit. I was told that I could add them as needed. The permit holder is responsible for anyone traveling on their permit and they must stay together. I've held a permit since the opening of that trail.

I've seen quite a few of the hardest core "mechanical locker" guys go
over to the ARB setup... it really is the best of all possible
combinations for a rig that you run both on the trail and on the road.
I think I've had my ARBs for about 5 years now and have not had a single
problem nor changed a single seal.

But mechanical lockers also like braking front axels when you are in the
rocks and trying to turn hard at low speeds. Of course that is assuming
you can even turn hard with a mechanical locker up front.

Hey Joe how's things going? I have had my ARB for about 5 years also with no problems. Most ARB leaks are caused by installation issues. If the ARB is installed using the appropriate care then you should not have problems with leaks.

Way to go, Joe. I'm a big sucker for dogs. Have helped and taken in a
small number of strays...had good luck finding the owners of all so
far.
Maybe you should take him to a vet and have them scan him for a
microchip. Perhaps he got loose of a collar, or was stolen and thrown
from a vehicle, or even managed to jump out the owner's truck (being
carried in the back).
If chipped, the scan will definitely help to find the dog's owner.

I know that this is a long shot... but I'm going to try anyway.
This afternoon when I came home... sitting in my driveway was a brindle
(brown with black tiger like stripes) Pit Bull... looking pretty beat
up. I got out of the car and went to take a look at the dog. It looks
like it has fallen out of a moving vehicle or was hit... there is tar on
the fur in patterns reminiscent of an animal rolling on asphalt and
minor cuts and abrasions. The dog is a male and walks with a slight
limp.
After washing the pooch and touching up the minor wounds... it is very
clear that this dog has not been a stray for long. Not only is it
extremely well behaved (as in follows commands to sit and stay) but it
doesn't give my cats or birds a second look. This is someone's pet...
and on the off chance that someone in the group is aware of anyone who
recently lost an American Pit Bull Terrier (brindle in color), please
let me know.
Here is a picture of a similar dog... the only difference is that the
dog we found is a male and has a very light colored almost light milk
chocolate nose and areas around the eyes:

I'll be posting some images around the neighborhood and holding the dog
until I either find the owner or find someone who wants a very nice pet.
The dog appears to be a purebred judging from the AKA specifications
for the American Pit Bull Terrier.

a dog or if you may be looking for a pet in the near future. I will be
having the dog neutered and vaccinated before sending it home with
someone.
