This gate is new, if your going east on 60 and go over Gonzales
pass, on the right hand side of the road is a windmill. Turn right
there, that I believe is reymart rd. There was no gate there the
last time I was there, which was around may or june of 2002. The
gate is definately new. You can get around it if your determined
enough by backtracking about 100 yards and dropping into the wash

The one thing you are forgetting is that many people only join the VJC
just to sell stuff. They never post messages, contribute to the group,
or go on runs. They don't sign up on the email list so what do they
care if someone says something about them. I'd say some are not even
Jeep owners since they are posting things like Chevy trucks in the
General Jeep section. They just sign up, post their crap and go. This
Ray guys probably has no idea that their is an email list and feel like
he has gotten away with it.

hill and then some very small but steep hills, dippy do's is what I
call them. And at the end a cattle guard? Then you are at the mine?
If so they bulldozed the end of the trail at the cattle guard so you
can't get up the hill. But the new gate is where you came out

i have a high pinion dana 60 housing that has been retubed for a rearend application. sunray engineering did the work and it is 63 inches wide all set up all i have is the housing the heavy duty diff cover and a avalanche enginnering rock ring there is also big 9 inch ford style housing ends welded on already i also have the build sheet from sunray enginnering so it would make it eaier to determine what lenght shafts and what size bearigs to get etc. the guy i got it from switched to a prorock housing cause he needed the clearence for competition its also already set up for j arms and a 4 link

i have 5 hummer 8 bolt beadlocks built by twisted customs they are 5 on 5 1/2 and have 3 1/2 inches of backspacing the runflat has been cut down so it doesnt screw up the tire they have some rock rash but are awesome wheels
for those unfamiliar with hummer beadlocks they are they only good 16.5 inch beadlock since they clamp both inner and outer beads and since there 16.5s you dont have to down size your dana 60 brakes to weenie little 1/2 ton brakes and stock hummer beadlocks have such a huge runflat that if a 40 or smaller is used it will tear up the tire and stock hummer beadlocks have 7 inches of offset so new centers have to be welded in or they will the knuckles

it has a spare tire carrier built in and a tool box and a little air tank that fits in the back for running tools and air lockers the fenders are tubed the tub is also heculined and the shocks run through the floor into the cage and the cage is nice the tub is plated in 3/16 steel from the rockers to the taillights
everything is used and needs some body work looks sweet when done

I think they are leeking up front...not exactly sure...the shop didn't point it out. I haven't noticed any "remnants" on the ground after parking so I'm not sure if it's actually leeking. I will most likely be out your way sometime in the next few days to pick up a roof rack. I will hopefully know the night before I go and I'll email you to let you know I'll be coming down. I'd only like you to look at it to verify that there actually is a leek and maybe I can find some time (and a place) to do it myself. Also, I haven't had a chance to put the locker in yet so I can't tell you how it's working. It's on my table by the front door and every time I leave the house I hear it calling my name. I'm really itching to get it on...hopefully soon.

This is a point that reviewers of the various Forest Management Plans
(and BLM Management Plans) need to watch.
The "lower standard local system roads" have potential to be some of
the more challenging 4x4 routes. Restrictions of less than 50
inches eliminates 4x4 access.

meetings being held in the State of Illinois to address many issues
proposed by the Forest Service on how to better manage the National

The key portion addressing motor vehicle access to backcountry roads
is under Section E (The Proposal...), part 2C ("Recreation
Management") and begins on page 19. I'd recommend that anyone
interested in understanding the current direction that the management
plan is headed take the time to at least review this section. I
further recommend that those interested in preserving our right to
utilize the existing rights-of-way (I hope that's all of us) try to
make time to attend the meetings when they can. Nearly all of the
outspoken individuals at last night's meeting seemed to have an
interest in maintaining either equestrian or MTB access - we are
clearly in the minority.
The disturbing news - there is a "proposed action" to "Allow ATV/OHM"
(off-highway motorcycle) "use for access to National Forest System
land on selected Forest System roads (primarily lower standard local
system roads), and close those roads to use by vehicles over 50
inches wide."
Please join the Southern Illinois Jeep Association in the fight to
keep access to the Shawnee National Forest. If possible, spread the
word to all member clubs and add this important information to your
webpage, both the front page and Land Use area if possible.

SUMMARY: This document provides notice that the Bureau of Land
Management (BLM), Arizona (AZ) State Office intends to prepare an
Arizona Statewide Land Use Plan Amendment to incorporate current fire
management policy and to prepare an Environmental Assessment that
will amend seven land use plans. These plans are: Arizona Strip
District Resource Management Plan (RMP) (1992), Kingman RMP (1995),
Lower Gila North Management Framework Plan (MFP) (1983), Lower Gila
South RMP (1988), Phoenix RMP (1989), Safford RMP (1992 and 1994) and
Yuma RMP (1986 and 1987). The purpose of the Arizona Statewide LUP
Amendment is to establish consistent methods of managing Arizona
wildland fire across the state and among the various agencies and
groups who participate in wildland fire fighting, ecology, and
management, while at the same time allowing appropriate and fire-safe
enjoyment of BLM- administered lands in Arizona. The amendment will
result in a consistent approach to incorporating the National Fire
Policy in land use plans.
This planning activity encompasses approximately 12 million
surface acres of public land. The action is being conducted under the
authority of BLM Planning Regulation 43 CFR, 1610 and will fulfill
the needs and obligations set forth by the National Environmental
Policy Act (NEPA), the Federal Land Policy and Management Act
(FLPMA), and BLM management policies. This collaborative process will
take into account local, regional, and national needs and concerns by
involving other federal agencies, Native American tribes,
conservation groups, recreationists, the public, and other
stakeholders throughout the planning process.
This plan amendment will analyze fires and fuels management
actions and their impacts on the human environment for the seven BLM
field offices in one document in order to ensure consistency and
collaboration of the interested publics. An EA-level analysis and
Finding of No Significant Impact (FONSI) are anticipated, followed
with an approved plan amendment and Decision Record (DR).
DATES: The public comment period commences with the publication of
this notice. Public meetings will be held throughout the plan scoping
and preparation period and will tentatively be held in February and
March of 2003. In order to ensure local community participation and
input, BLM will rotate public meetings among towns in the planning
area, which include the metro-Phoenix, Kingman, Lake Havasu, Yuma,
Tucson, and Safford, Arizona; and St. George, Utah. BLM encourages
early participation by all those interested so that they can
determine the future management of the public lands. At least 15 days
public notice will be given for activities where the public is
invited to attend, and meetings and comment deadlines will be
announced through the local news media, newsletters, and the BLM Web
site (http://www.az.blm.gov). The minutes and list of attendees for
each meeting will be available to the public and open for 30 days to
any participant who wishes to clarify the views they expressed.
Written comments will be accepted throughout the planning process. In

SUPPLEMENTARY INFORMATION: During the planning process, the BLM will
consider appropriate management response to wildland fires as well as
how prescribed fire can be used to help achieve resource objectives
and to reduce dangerous accumulations of hazardous fuels. The
amendment will emphasize appropriate response to wildland fires based
on a consideration of firefighter and public safety, threats to
private property, anticipated suppression costs, resource values at
risk, resource benefits, the return of fire as a process to
ecosystems, public attitudes and behavior regarding wildland fire
hazards, and political and social concerns. Other issues that will be
addressed include: hazardous fuels as an issue, and the use of
prescribed fire, mechanical treatment, and/or chemical treatment(s)
to reduce and/or manage hazardous fuels; hazardous fuels in the
Wildland Urban Interface (WUI) and associated issues, and the various
tools to approach these issues; appropriate management response,
including managing natural fire starts for resource benefit; a
statewide programmatic emergency fire rehabilitation plan; and air
quality analysis.
Each year, the BLM responds to wildland fires that burn thousands
of acres of land for which BLM has fire protection responsibility.
The BLM has wildland fire protection responsibility on more than 12
million acres of public land in Arizona. By agreement, the BLM also
protects approximately 9 million acres of other federal and state
agency lands in Arizona.
Recent fire history statistics demonstrate the connection between
past fire management practices and threats to human life and safety,
risk of severe wildland fire, and disruption of critical ecological
processes. The deaths of 34 firefighters during the 1994 fire season
emphasized the danger that fuels accumulation poses to firefighters,
and led to the 1995 Federal Wildland Fire Management Policy and
Program. The effect of severe wildland fire on resource values is an
additional concern to resource-management agencies. In 2002, wildland
fires raged across Arizona, with over 600,000 of acres impacted, the
largest number of acres to be impacted by wildland fire in the states
history. Nationally, more acres burned in 2002 than in any other year
in the last half-century.
BLM personnel, other agencies, individuals and user groups have
identified preliminary issues and management concerns. Additional
issues and modifications to known issues will be identified during
public scoping. The major issues identified so far include management
of public land resources including natural resource management;
cultural resource management and protection; recreation/visitor use
and safety; management of grazing, and other uses; as well as
integration of public land management with the local community,
tribal groups, and other agency needs and plans.
After gathering public comments on what issues the plan should
address, BLM will place the suggested issues in one of three
categories and provide an explanation for each issue placed into
category two or three:
1. Issues to be resolved in the plan;
2. Issues resolved through policy or administrative action; or
3. Issues beyond the scope of this plan.
The public is encouraged to help identify planning issues and
concerns during the scoping phase.
An interdisciplinary approach will be used to develop the plan in
order to consider the variety of resource issues and concerns
identified. Disciplines involved in the planning process will include
but not limited to rangeland management, outdoor recreation, fire,
archaeology, wildlife, wilderness, hydrology, soils, sociology, and
economics.

SUMMARY: The National Park Service has proposed this rule to
designate areas where personal watercraft (PWC) may be used in Glen
Canyon National Recreation Area, Utah and Arizona. This rule
implements the provisions of the National Park Service (NPS) general
regulations authorizing park areas to allow the use of PWC by
promulgating a special regulation. The NPS Management Policies 2001
require individual parks to determine whether PWC use is appropriate
for a specific park area based on an evaluation of that area's
enabling legislation, resources and values, other visitor uses,
overall management objectives, and consistent with the criteria of
the NPS for managing visitor use.

Additional Alternatives
The information contained in this proposed rule supports
implementation of the preferred alternative in the Draft
Environmental Impact Statement for Personal Watercraft Rule-Making
published September 13, 2002. The public should be aware that two
other alternatives were presented in the Draft EIS, including a
no-PWC alternative, and those alternatives should also be reviewed
and considered when making comments on this proposed rule.
Purposes of the Recreation Area
National Park System units are established by Congress, and the
enabling legislation usually identifies specific purposes for the
unit. A unit's purpose, as established by Congress, is the foundation
on which management decisions are based. The purpose and significance
of Glen Canyon National Recreation Area and its broad mission goals
are derived from its enabling legislation and are summarized in the
national recreation area's General Management Plan (NPS 1979) and
Strategic Plan (NPS 2000-2005).
Glen Canyon National Recreation Area was established in 1972
(Public Law 92-593) ``to provide for public outdoor recreation use
and enjoyment of Lake Powell and lands adjacent thereto * * * , and
to preserve scenic, scientific, and historic features contributing to
public enjoyment of the area (16 U.S.C. 460dd).'' The recreation
area's primary management objective, as established in the General
Management Plan (NPS 1979), is ``to manage the recreation area so
that it provides maximal recreational enjoyment to the American
public and their guests.''
The national recreation area's enabling legislation states ``The
Secretary shall administer, protect, and develop the recreation area
in accordance with the provisions of [the Organic Act] * * * and with
any other statutory authority available to him for the conservation
and management of natural resources (16 U.S.C. 460dd-3). This act
also specifies that ``nothing * * * shall affect or interfere with
the authority of the Secretary * * * to operate Glen Canyon dam and
reservoir'' for the purposes of the Colorado River Storage Project
Act, administered by the Bureau of Reclamation.
As stated in the General Management Plan and Strategic Plan, Glen
Canyon National Recreation Area is significant because it offers a
tremendous diversity of both water-based and land-based recreational
opportunities. It contains Lake Powell, the second largest man-made
lake in North America, which provides both a unique opportunity for
recreation in a natural environment and a transportation corridor to
remote backcountry areas of Glen Canyon National Recreation Area. It
is in the heart of the Colorado Plateau region, which offers a unique
combination of water and desert environments. It offers a natural
diversity of rugged water and wind carved canyons, buttes, mesas, and
other outstanding physiographic features. The climate and physical
features have created local environments favorable to the
preservation of scientifically important objects, sites, populations,
habitats, or communities that are significant in and of themselves or
provide opportunities to add to our understanding of past or ongoing
events. It possesses evidence of 10,000 years of human occupation and
use of resources, which provides a continuing story of the
prehistoric, historic, and present-day affiliation of humans and
their environments. It constitutes a significant part of the
outstanding public lands of the Colorado Plateau.
The recreation area offers a tremendous diversity of land and
water-based recreational opportunities. The area's major recreational
resource is Lake Powell, a 186-mile-long reservoir at full pool that
was created when the Colorado River was dammed. Boating is very
popular on the lake, including the use of PWC, houseboats,
powerboats, fishing boats, tour boats, canoes, kayaks, and sailboats.
Other popular activities include fishing, camping, water skiing,
hiking, photography, and driving for pleasure.

The one thing you are forgetting is that many people only join the VJC
just to sell stuff. They never post messages, contribute to the group,

hill and then some very small but steep hills, dippy do's is what I
call them. And at the end a cattle guard? Then you are at the mine?
If so they bulldozed the end of the trail at the cattle guard so you
can't get up the hill. But the new gate is where you came out
at...Sound familiar??

i have a high pinion dana 60 housing that has been retubed for a rearend application. sunray engineering did the work and it is 63 inches wide all set up all i have is the housing the heavy duty diff cover and a avalanche enginnering rock ring there is also big 9 inch ford style housing ends welded on already i also have the build sheet from sunray enginnering so it would make it eaier to determine what lenght shafts and what size bearigs to get etc. the guy i got it from switched to a prorock housing cause he needed the clearence for competition its also already set up for j arms and a 4 link

You probably have a the stock slip yoke output shaft that is about
falling out of the rear cone of the transfer case. That's bad.
Typically, with a spring-over, you need to install a slip yoke
eliminator(SYE) and a CV-driveshaft to be free from vibrations.
Sounds like you really should not drive it until you can install
this modification, or you risk serious damage to your transfer case
and transmission. The Tranny mount may also be loose or broken.
If your rear driveline has already been modified and the pinion
angles are correct, then maybe something is bent, out-of-round, or
out of balance. Try having a friend stand by and watch your front
driveshaft and your wheels while you drive down the block. Maybe
then it will be obvious.

i have 5 hummer 8 bolt beadlocks built by twisted customs they are 5 on 5 1/2 and have 3 1/2 inches of backspacing the runflat has been cut down so it doesnt screw up the tire they have some rock rash but are awesome wheels
for those unfamiliar with hummer beadlocks they are they only good 16.5 inch beadlock since they clamp both inner and outer beads and since there 16.5s you dont have to down size your dana 60 brakes to weenie little 1/2 ton brakes and stock hummer beadlocks have such a huge runflat that if a 40 or smaller is used it will tear up the tire and stock hummer beadlocks have 7 inches of offset so new centers have to be welded in or they will the knuckles

it has a spare tire carrier built in and a tool box and a little air tank that fits in the back for running tools and air lockers the fenders are tubed the tub is also heculined and the shocks run through the floor into the cage and the cage is nice the tub is plated in 3/16 steel from the rockers to the taillights
everything is used and needs some body work looks sweet when done

You probably have a the stock slip yoke output shaft that is about
falling out of the rear cone of the transfer case. That's bad.
Typically, with a spring-over, you need to install a slip yoke
eliminator(SYE) and a CV-driveshaft to be free from vibrations.
Sounds like you really should not drive it until you can install
this modification, or you risk serious damage to your transfer case
and transmission. The Tranny mount may also be loose or broken.
If your rear driveline has already been modified and the pinion
angles are correct, then maybe something is bent, out-of-round, or
out of balance. Try having a friend stand by and watch your front
driveshaft and your wheels while you drive down the block. Maybe
then it will be obvious.

I think they are leeking up front...not exactly sure...the shop didn't point it out. I haven't noticed any "remnants" on the ground after parking so I'm not sure if it's actually leeking. I will most likely be out your way sometime in the next few days to pick up a roof rack. I will hopefully know the night before I go and I'll email you to let you know I'll be coming down. I'd only like you to look at it to verify that there actually is a leek and maybe I can find some time (and a place) to do it myself. Also, I haven't had a chance to put the locker in yet so I can't tell you how it's working. It's on my table by the front door and every time I leave the house I hear it calling my name. I'm really itching to get it on...hopefully soon.

Please note the comment about the "proposed action" and the intent to
close roads to use be vehicles over 50 inches wide.
This is a point that reviewers of the various Forest Management Plans
(and BLM Management Plans) need to watch.
The "lower standard local system roads" have potential to be some of
the more challenging 4x4 routes. Restrictions of less than 50
inches eliminates 4x4 access.

Just wanted to bring to your attention the current plan by the Forest
Service to develop alternatives to the changes proposed by the Forest
for its Land and Resource Management Plan. There are currently
meetings being held in the State of Illinois to address many issues
proposed by the Forest Service on how to better manage the National
Forests in this region. Members of our club will be attending a
meeting in Murphysboro, IL, on Jan. 28th.

The key portion addressing motor vehicle access to backcountry roads
is under Section E (The Proposal...), part 2C ("Recreation
Management") and begins on page 19. I'd recommend that anyone
interested in understanding the current direction that the management
plan is headed take the time to at least review this section. I
further recommend that those interested in preserving our right to
utilize the existing rights-of-way (I hope that's all of us) try to
make time to attend the meetings when they can. Nearly all of the
outspoken individuals at last night's meeting seemed to have an
interest in maintaining either equestrian or MTB access - we are
clearly in the minority.
The disturbing news - there is a "proposed action" to "Allow ATV/OHM"
(off-highway motorcycle) "use for access to National Forest System
land on selected Forest System roads (primarily lower standard local
system roads), and close those roads to use by vehicles over 50
inches wide."
Please join the Southern Illinois Jeep Association in the fight to
keep access to the Shawnee National Forest. If possible, spread the
word to all member clubs and add this important information to your
webpage, both the front page and Land Use area if possible.

Additional information indicates that the California Wilderness
Coalition is importing supporters from various parts of the state for
these meetings. They (CWC) have spent an inordinate amount of time
and money on the "wilderness" campaign for the Eastern Sierra.
At this date, it is not confirmed if it will be the senator or her aide.

will be in Bishop on Thursday, January 30, 2003, to gather
information on Senator Boxer's proposed wilderness bill. She will
also be in Independence on Friday, January 31, 2003. I goes without
saying that it is very important that we fill the meeting rooms with
opposition to Boxer's proposed wilderness. The time and meeting
places are listed below. I will provide more information as it
becomes available.

ACTION: Notice of intent to prepare a Land Use Plan Amendment (LUP)
and Environmental Assessment (EA).

SUMMARY: This document provides notice that the Bureau of Land
Management (BLM), Arizona (AZ) State Office intends to prepare an
Arizona Statewide Land Use Plan Amendment to incorporate current fire
management policy and to prepare an Environmental Assessment that
will amend seven land use plans. These plans are: Arizona Strip
District Resource Management Plan (RMP) (1992), Kingman RMP (1995),
Lower Gila North Management Framework Plan (MFP) (1983), Lower Gila
South RMP (1988), Phoenix RMP (1989), Safford RMP (1992 and 1994) and
Yuma RMP (1986 and 1987). The purpose of the Arizona Statewide LUP
Amendment is to establish consistent methods of managing Arizona
wildland fire across the state and among the various agencies and
groups who participate in wildland fire fighting, ecology, and
management, while at the same time allowing appropriate and fire-safe
enjoyment of BLM- administered lands in Arizona. The amendment will
result in a consistent approach to incorporating the National Fire
Policy in land use plans.
This planning activity encompasses approximately 12 million
surface acres of public land. The action is being conducted under the
authority of BLM Planning Regulation 43 CFR, 1610 and will fulfill
the needs and obligations set forth by the National Environmental
Policy Act (NEPA), the Federal Land Policy and Management Act
(FLPMA), and BLM management policies. This collaborative process will
take into account local, regional, and national needs and concerns by
involving other federal agencies, Native American tribes,
conservation groups, recreationists, the public, and other
stakeholders throughout the planning process.
This plan amendment will analyze fires and fuels management
actions and their impacts on the human environment for the seven BLM
field offices in one document in order to ensure consistency and
collaboration of the interested publics. An EA-level analysis and
Finding of No Significant Impact (FONSI) are anticipated, followed
with an approved plan amendment and Decision Record (DR).
DATES: The public comment period commences with the publication of
this notice. Public meetings will be held throughout the plan scoping
and preparation period and will tentatively be held in February and
March of 2003. In order to ensure local community participation and
input, BLM will rotate public meetings among towns in the planning
area, which include the metro-Phoenix, Kingman, Lake Havasu, Yuma,
Tucson, and Safford, Arizona; and St. George, Utah. BLM encourages
early participation by all those interested so that they can
determine the future management of the public lands. At least 15 days
public notice will be given for activities where the public is
invited to attend, and meetings and comment deadlines will be
announced through the local news media, newsletters, and the BLM Web
site (http://www.az.blm.gov). The minutes and list of attendees for
each meeting will be available to the public and open for 30 days to
any participant who wishes to clarify the views they expressed.
Written comments will be accepted throughout the planning process. In
addition to the ongoing public participation process, formal
opportunities for public participation will be provided upon
publication of the EA.

Friday, at the BLM Arizona State Office at the above address.

disclosure under the Freedom of Information Act, you must state this
prominently at the beginning of your comment. Such requests will be
honored to the extent allowed by law. All submissions from
organizations and businesses, and from individuals identifying
themselves as representatives or officials of organizations or
businesses, will be available for public inspection in their entirety.

SUPPLEMENTARY INFORMATION: During the planning process, the BLM will
consider appropriate management response to wildland fires as well as
how prescribed fire can be used to help achieve resource objectives
and to reduce dangerous accumulations of hazardous fuels. The
amendment will emphasize appropriate response to wildland fires based
on a consideration of firefighter and public safety, threats to
private property, anticipated suppression costs, resource values at
risk, resource benefits, the return of fire as a process to
ecosystems, public attitudes and behavior regarding wildland fire
hazards, and political and social concerns. Other issues that will be
addressed include: hazardous fuels as an issue, and the use of
prescribed fire, mechanical treatment, and/or chemical treatment(s)
to reduce and/or manage hazardous fuels; hazardous fuels in the
Wildland Urban Interface (WUI) and associated issues, and the various
tools to approach these issues; appropriate management response,
including managing natural fire starts for resource benefit; a
statewide programmatic emergency fire rehabilitation plan; and air
quality analysis.
Each year, the BLM responds to wildland fires that burn thousands
of acres of land for which BLM has fire protection responsibility.
The BLM has wildland fire protection responsibility on more than 12
million acres of public land in Arizona. By agreement, the BLM also
protects approximately 9 million acres of other federal and state
agency lands in Arizona.
Recent fire history statistics demonstrate the connection between
past fire management practices and threats to human life and safety,
risk of severe wildland fire, and disruption of critical ecological
processes. The deaths of 34 firefighters during the 1994 fire season
emphasized the danger that fuels accumulation poses to firefighters,
and led to the 1995 Federal Wildland Fire Management Policy and
Program. The effect of severe wildland fire on resource values is an
additional concern to resource-management agencies. In 2002, wildland
fires raged across Arizona, with over 600,000 of acres impacted, the
largest number of acres to be impacted by wildland fire in the states
history. Nationally, more acres burned in 2002 than in any other year
in the last half-century.
BLM personnel, other agencies, individuals and user groups have
identified preliminary issues and management concerns. Additional
issues and modifications to known issues will be identified during
public scoping. The major issues identified so far include management
of public land resources including natural resource management;
cultural resource management and protection; recreation/visitor use
and safety; management of grazing, and other uses; as well as
integration of public land management with the local community,
tribal groups, and other agency needs and plans.
After gathering public comments on what issues the plan should
address, BLM will place the suggested issues in one of three
categories and provide an explanation for each issue placed into
category two or three:
1. Issues to be resolved in the plan;
2. Issues resolved through policy or administrative action; or
3. Issues beyond the scope of this plan.
The public is encouraged to help identify planning issues and
concerns during the scoping phase.
An interdisciplinary approach will be used to develop the plan in
order to consider the variety of resource issues and concerns
identified. Disciplines involved in the planning process will include
but not limited to rangeland management, outdoor recreation, fire,
archaeology, wildlife, wilderness, hydrology, soils, sociology, and
economics.

designate areas where personal watercraft (PWC) may be used in Glen

promulgating a special regulation. The NPS Management Policies 2001
require individual parks to determine whether PWC use is appropriate

overall management objectives, and consistent with the criteria of
the NPS for managing visitor use.

Additional Alternatives
The information contained in this proposed rule supports
implementation of the preferred alternative in the Draft
Environmental Impact Statement for Personal Watercraft Rule-Making
published September 13, 2002. The public should be aware that two
other alternatives were presented in the Draft EIS, including a
no-PWC alternative, and those alternatives should also be reviewed
and considered when making comments on this proposed rule.
Purposes of the Recreation Area
National Park System units are established by Congress, and the
enabling legislation usually identifies specific purposes for the
unit. A unit's purpose, as established by Congress, is the foundation
on which management decisions are based. The purpose and significance
of Glen Canyon National Recreation Area and its broad mission goals
are derived from its enabling legislation and are summarized in the
national recreation area's General Management Plan (NPS 1979) and
Strategic Plan (NPS 2000-2005).
Glen Canyon National Recreation Area was established in 1972
(Public Law 92-593) ``to provide for public outdoor recreation use
and enjoyment of Lake Powell and lands adjacent thereto * * * , and
to preserve scenic, scientific, and historic features contributing to
public enjoyment of the area (16 U.S.C. 460dd).'' The recreation
area's primary management objective, as established in the General
Management Plan (NPS 1979), is ``to manage the recreation area so
that it provides maximal recreational enjoyment to the American
public and their guests.''
The national recreation area's enabling legislation states ``The
Secretary shall administer, protect, and develop the recreation area
in accordance with the provisions of [the Organic Act] * * * and with
any other statutory authority available to him for the conservation
and management of natural resources (16 U.S.C. 460dd-3). This act
also specifies that ``nothing * * * shall affect or interfere with
the authority of the Secretary * * * to operate Glen Canyon dam and
reservoir'' for the purposes of the Colorado River Storage Project
Act, administered by the Bureau of Reclamation.
As stated in the General Management Plan and Strategic Plan, Glen
Canyon National Recreation Area is significant because it offers a
tremendous diversity of both water-based and land-based recreational
opportunities. It contains Lake Powell, the second largest man-made
lake in North America, which provides both a unique opportunity for
recreation in a natural environment and a transportation corridor to
remote backcountry areas of Glen Canyon National Recreation Area. It
is in the heart of the Colorado Plateau region, which offers a unique
combination of water and desert environments. It offers a natural
diversity of rugged water and wind carved canyons, buttes, mesas, and
other outstanding physiographic features. The climate and physical
features have created local environments favorable to the
preservation of scientifically important objects, sites, populations,
habitats, or communities that are significant in and of themselves or
provide opportunities to add to our understanding of past or ongoing
events. It possesses evidence of 10,000 years of human occupation and
use of resources, which provides a continuing story of the
prehistoric, historic, and present-day affiliation of humans and
their environments. It constitutes a significant part of the
outstanding public lands of the Colorado Plateau.
The recreation area offers a tremendous diversity of land and
water-based recreational opportunities. The area's major recreational
resource is Lake Powell, a 186-mile-long reservoir at full pool that
was created when the Colorado River was dammed. Boating is very
popular on the lake, including the use of PWC, houseboats,
powerboats, fishing boats, tour boats, canoes, kayaks, and sailboats.
Other popular activities include fishing, camping, water skiing,
hiking, photography, and driving for pleasure.
