connection at Deer Valley Rd. This saves approximately 20 minutes of
travel time in normal traffic. Table Mesa Rd exit is about 12 miles north
of the Carefree Hwy (Lake Pleasant) exit.

while standing in front of my jeep, 73' cj-5, the front tires look like they are leaning outward. (the top of the tires stick out farther than the bottom) \ / the lower ball studs were replaced about 6months ago, and there is only very slight play in the wheel when it is off the ground. probably from the wheel bearings. my theories are this, the shop that did the work did a bad/incomplete job. the spindles or axle is bent, or the absence of front fenders combined with a tweaked body makes it look worse than it is. the axle is a d-30 with 35" mtr's. the tires are not cupped at all, only worn consistant with the camber angle, the very inside edge is not as worn as the rest of the tire. is there a way to ajust this ?

Ms. McFarlin,

I am sending this letter in response to the Tucson BLM office actions and the closures and proposed closures of OHV trails in Arizona in particular the Florence Junction area. I am a long time OHV enthusiast.

I would first like to address issues concerning the Tucson BLM office & the Florence area. I will be asking specific questions and would appreciate specific answers to these questions, not a generic auto-response, like the one that has been floating around.

Why does the Tucson BLM try not to work with the OHV community?
Why is the Tucson BLM office not consistent with other agencies or BLM field offices?
Why does the Tucson office not accept proposals for mitigating or amendments?
Why does the Tucson office not become active in collaborative partnerships with the user groups?
Why does the Tucson office tell us one thing and do another? Re: Francisco at the Tucson office agreed to build an obstacle at the beginning and end of Jawbreaker to enable us to limit the non-qualified vehicles from traversing this trail and therefore impact would be lessened. Jawbreaker has now been CLOSED? He also agreed to put up interpretative signs at Jawbreaker and Martinez Canyon. The only sign that went up was "closed to OHV".
Why was Overdose close? Re: Francisco once again said that they had no problem with us running Overdose that he would rather see us run Overdose that has no Riparian value then Jawbreaker which does. Once again the only sign that went up was "Closed to OHV".
Why is the BLM interested in a route inventory now if they are claiming any trail opened after 1989 is illegal and should be closed?
How does the BLM expect us to function under an RMP that is 14 years old with no future plans in sight? The OHV community has quadrupled , we need more trails and the BLM will need to include trails opened after 1989 and not close them simply because they weren't on the 89 RMP.
Why can the miners bulldoze roads as needed to prospective mining operations, but we cant run washes that are in floodzones and are maintained by MOTHERNATURE? Miners use chemicals that contaminate our washes and other water sources, but we cant drive in those washes?
Why would the BLM be seeking the closures of trails in AZ, when a route inventory funded by taxpayer dollars is still ongoing?
Was the purpose of the route inventory to trick off-roaders into revealing our trails so they could be closed?
Why do other BLM offices including Phoenix, been willing to work with the OHV crowd rather then take an adversarial role that the Tucson office seems to have?
When is the Tucson BLM planning on doing the new RMP, specifically for the Florence Junction area? Exactly what are your plans for this area?
Is the 89 RMP going to be the determining document as to whether or not a trail is legitimate? If so why is the BLM bothering to do a route inventory now?
Why does the Tucson BLM put such heavy restrictions on the Florence that it makes it almost impossible to get permits?
When will the next public meeting for the Florence area be held in Tucson?
How many enforcement agents from the Tucson office work the Florence area on a daily basis?


I know of many off-roaders that would be more then willing to work with the Tucson BLM but they seem to make it impossible. I also know that many off-roaders have a problem with showing the Tucson BLM trails only to have them taken away. I as well as you are aware that there are "Bad Apples" in every group and maybe if the Tucson BLM was more OHV friendly other responsible OHVers would not have a problem turning in the "Bad Apples" if they were assured it would not be used against all OHVer's. This is a Lose-Lose situation and should not be the basis on how decisions are made. My personal belief is and always will be is that there needs to me more visible law enforcement out on the trails, maybe this is where BLM needs to put there taxpayer resources instead of in the salaries of employees who hinder the BLM objectives.

According to the National Management Strategy for Motorized Off-Highway Vehicle use on Public Lands dated January 2001.
This document is a first step in developing a proactive approach to determine and implement better on-ground motorized off-highway vehicle management solutions designed to conserve soil, wildlife, water quality, native vegetation, air quality, heritage resources, and other resources, while providing for appropriate motorized recreational opportunities. It provides agency guidance and offers for future actions to improve motorized vehicle management.
Balancing public use and enjoyment of the public lands along with protection of important resources requires BLM to have a more organized and effective program for the management of roads and trails, and the activities that occur on them.
The BLM Director has noted that because of the advances in OHV technology and an increase in their popularity., some of the BLM's land use plans need updating and budgets and staffing levels need to be increased to meet the management challenges posed by motorized OHV use in the fast growing West.
Management Goal 1 Action 2 Pursue interagency coordination or develop multi-jurisdictional plans to ensure consistency across agency boundaries.
Volunteers Management Goal 1 Action 1 Enhance opportunities for citizen involvement in motorized OHV management issues by working directly with the public, user groups, and partnership organizations.

Two years have passed and I don’t feel that the Tucson BLM has been following any of these suggested plans, these are only a few of the many issues that could be addressed. I feel if the Tucson BLM and their superiors are unwilling to work with the user groups or follow
there own guidelines, then maybe its time for a change at the Tucson BLM.

Back in July 2002 we attended a Meeting in regards to the Ironwood National Monument I was told by signing in I would be kept in the loop and informed of what was going on, I have yet to receive one piece of mail or e-mail about this. is this how the Florence area will also be handled, I certainly hope not, its unacceptable.

Back in March we volunteered to help out the Forest Service in the Reddington Pass area, we put up fencing around a newly made area for the motorcycle and atv enthusiasts which included newly made loading ramps. We were also told they would be getting picnic pavilions and bathrooms, guess what the 4-wheelers were getting, a closed trail. Maybe if the 4-wheelers were treated with a little more respect, maybe we the responsible off-roaders and maybe even some of the "Bad Apples" would have more respect for the agencies that manage OUR lands.

My pitman arm is drilled for the ORF steering so I need to replace it. I
was thinking about using a Waggy pitman arm because it has a lot more
metal around the hole. I won't know if it needs to be dropped or not
until I get it in my garage on Saturday and take some measurements. When
I weld on the axle brackets I will have to adjust the angle of my
trackbar to run parallel to the higher steering.

I called Dutchman today. They say the 8.8 shafts cannot be redrilled
because the material around the flange is weak. A set of 31 spline alloy
shafts in 6x5.5" pattern would be $240 a pair with studs installed. So
it's an improvement in strength too. They will drill the rotors at the
same time and make sure they match up. Drilling the rotors costs $35 a
pair. They assured me that they have done this before and there is
plenty of room inside the hat of the rotor for the shaft.

Or I can get some wheel adaptors to go to 6x5.5" pattern. Cost is
$99-125 a pair depending on the source. I already have a spare set of
shafts so this might make more sense. Consider these measurements:

Stock TJ D30 and D35: 60.00"
Ford 8.8: 59.25"

Wagoneer front 44: 61.50"
Ford 8.8 with 6on5.5 adaptors 61.25"

I'm currently running 15x10's with 3.75" backspacing. If I get wheels
that have 4.5" backspacing I will move each side in 3/4" which
ultimately puts my width sidewall to sidewall up front at the same width
as I currently am. The rear will be 1/4" narrower than the front, but
1/2" wider than it is now. So the adapters start to look good.
Replacement parts are cheaper to acquire if needed. I can still install
off the shelf alloy shafts later on.

Are you having the shafts and rotors redrilled or just the rotors? If
you're ordering new shafts, might you also need to consider the center
holes in the rotors (assuming they center on the end of the shaft
instead of the lugs)?

I agree the low pinion isn't that much of an issue because most of the
time you place your front tires on the high points and the pinion/shaft
don't touch anything - even with the low pinion. I've only hit my front
shaft on the rocks once and that was when I took a bad line and then
slid sideways.

As for the steering, I kept the Waggy tie rod and drag link. You're
right that the Waggy tie rod and drag link are significantly more beefy
than both the YJ and TJ links. And the length was correct.

Note that since the Waggy tie rod is on top of the knuckle arms, I had
to remove my drop pitman arm and go back to my stock pitman arm. I view
this as a good thing. You might to do the same although you have more
lift than me so it's not clear.

You will also have to get your pitman arm reamed out to accept the Waggy
drag link end as it is bigger than your stock drag link end. OR Fab did
mine but most fab shops can probably do this. The hole has a conical
shape which means you can't just use a normal drill bit to do it.

I went with the Garvin and am very pleased with it so far.Very solid
and simple to put on. If I remember right I got it from Rustys
offroad for around $499. We packed up alot and took it up to Co. for
some wheeling,very quiet also.

I happened to see National Guard at a meeting today and then talked to Sgt
McCallam re calendaring for the Jamboree 2003.

The third weekend........ Oct. 16-19 is NOT open for our use this year.
They have live fire scheduled. Looks like Jamboree will have to be Oct.
9=12 this year as the weekend of the 25-26 is Spook Rally.. I have
requested "confirmation" of this date.

I assume you have a TJ, what I did with my YJ was go to the junk yard and for $25 got the rails and crossmembers from a grand cherokee and installed it on my hard top.....now that will only work if you have a hard top

Jamboree as it is held today............. up to 360 registrants has always
been held at Florence Jct. Jamboree of "old" was one day, one trail ride
with approx. 40 vehicles.................. Our by-laws call for "the month
of October" but the weekend is open. The Jamboree committee considered
other areas but we don't have much around that can accomodate 350 vehicles
and/or enough trails to cover this range of registrants. We thought of
trying Table Mesa but with PFO being in the middle of their RMP it would be
almost impossible to get them to EA all the trails between now and Oct.

Our other option is to not camp on State Trust land............... we
considered some private property at the Texaco Station at Florence Jct.
This may be what we'll end up doing......... if we can manage on private
property it will most likely stay the weekend of 16-19.

CORRECTION/ADDITION

Sorry all................. if we do not camp on State Trust lands we can do
whatever weekend we chose. The Jamboree Committee was looking into some
private lands that looked like a possibility. This change of date would
only be based on usage of State Trust Lands in conjunction with the National
Guard calendar. We have confirmation of October 9-12 IF we use State Trust
