My 99 TJ currently has a 4 in lift with 33's. I would like to move up to 35's. If I put a 1" body lift on it, is that high enough to fit 35's?

It was for mine....actually...I had a RE 3.5 and a 1 in BL...and it cleared.

Any idea of about how much it would cost with parts and labor to add the 1" BL?

well...I got the DayStar 1 " BL from a shop that was closing for $100
I installed it myself....

I have a 3" spacer lift and a 1" body lift and clear 35's and it not hard to put on a body lift. About 2 hours to put mine on.

are you goin to put a "MML" is a motor mount lift, then a belly up pan.

4" lift is enough for 35s. You want a low center of gravity for wheeling anyways. Go get your new 35s and slap them on, if they rub then lose some metal.
