Stone they are all over the rig and many of them are not accessible.
I think there is a VIN on the 89 frame. Look closely at the second crossmember from the rear. The one the front of the skid plate bolts to. The VIN is stamped here... if I remember right it's readable from the top side??

Don is correct that the VIN is stamped into several components, and various ares of the body, however, since the XJ (Cherokee & small Wagoneer) is a uni-body, you won't find a "frame" crossmember per-se, on which this number will be stamped...
That said, there are hat-section longitudinal members resembling a frame rail, running under the full length of the body, and you will find one of the rear-most portions of those hat-section/rails, stamped with the VIN, up near the weded flange to the floorpan. HOWEVER; it's likely that it's covered in road grime at the very least, and even more likey to have factory sprayed-on sound deadener (resembling undercoating) covering it, making it difficult to locate and/or read...
You should also find under the carpet padding, under the rear seating, a metal tag spot welded, or riveted, which has the the last-8 characters of the VIN, contianing codes for what original powertrain, paint color, interior trim levels, etc., etc... coded onto it. This tag was for use in the assembly plants paint/bodyshops, to properly sequence the correct body's through the various body assembly stations, sot that it would receive the correct ordered componetry...
Finally, the powertrain combo's (engines, tranny's, t/cases, & axles) were also VIN coded, mostly using sticky heavy paper/plastic bar-coded tags (similar to a plasticized tape), which by now I'm betting most of which has worn off...

When I worked for the Sheriffs Dept we rounded up some stolen cars, etc etc...to long to remember the details...but the FBI got involved and they brought in some other FBI guy and we met down at a local garage. They locked up the doors and covered the windows and then started opening up places were there are VIN that few folks have any idea they are there. It takes a cutting torch/sawzall to find them along with a air powered chisel to peel stuff back.
