Am I interpreting this correctly?

I see a group of people...filling in the ruts/grooves with rocks and securing them with concrete?

i've read that paving part of the rubicon, including little sluice is part of the improvement plan to keep it open. i don't remeber all the details though

It looks like a trail repair on the Rubicon; on the by-pass to Little Sluice. There is a group called Friends of the Rubicon who do trail repairs that help prevent people from making their own by-passes, roll & spill oil, etc.

They had just fixed this really tippy spot when we were there, and you could see where people had been doing this sort of Up & Around off the trail to avoid it, so it's pretty cool that they do these repairs.

That Scout is in Little Sluice.

This is correct. And this was done several years ago, it is nothing new. I ran through that spot before the modification, and yes it was pretty steep and tippy.

The Gatekeeper at the Loon Lake trailhead was also dynamited and smoothed out a few years ago, not without its share of controversy as well. Prior to that event, I felt the Gatekeeper was the toughest part of the trail (well, besides Little Sluice, which I bypassed).
