Fiance wants in on the action

Here's a quick break down. My Fiance wants a bike. She's only 5 feet tall, her approximate standover height is about 23-25 inches. I really don't want to get an X-mart type bike (I own a Specialized Stumpjumper), and she's not even close to being ready for a high end bike yet, she hasn't rode in years, much less in the dirt.

Question is, who makes quality bikes for short people? A hardtail bike would be a good start for her. I know Specialized has the Rockhopper for women, that's seems to fit her frame size, but what about other brands and models?
