Yes, we realize we have a dust problem in our state but closures without
appropriate testing of actual levels without any "mitigating actions" done
prior to closures must stop.
I have been in contact with Mr. Hudson over the past couple of weeks as he
had personally asked me "how" to do mitigating actions at no cost. I listed
several actions that could be taken............ I've received no response.
I did finally receive copy of the original letter from the County Air
Quality Board that was sent to Judy Woods saying "action" must be taken
within 60 days. Her "action" was to CLOSE. She did absolutely nothing to
mitigate any issues. ACTION does NOT mean no dust............ it means to
"decrease" or "solve".
Chuck Hudsons letter to me notes the "land department concures on all
actions". When the McDowell/Jackrabbit closure was done a couple of weeks
ago NO ONE within the department knew anything about it until Judy Woods
returned to the office a several days later. These closures are NOT
discussed within........... Judy simply closes as an "action" that is
easier than working at finding a solution. Sometimes there may be no
alternative other than to close an area but there are numerous "mitigating
actions" that can help in many cases. Due to the fact State Trust Lands are
not public lands they are under no directive to "alert or consult with" the
public but I certainly feel they owe the people some kind of input or
knowledge of such actions. I personall believe Mike Anable also believes
this............ the problem lies within the department. There are a
number of employees within ASLD that are totally anti OHV as well as simply
feel they can do as they please.
The land department declares "they have no money"..............
Solutions I presented to Mr. Chuck Hudson (of which I have received no
response)
1. ASLD can apply for grant money from several agency funds for OHV issues
or development.
Re Mitigation:
1. ASLD can call public meetings in problem areas to discuss the
problems.... i.e.: if most of the riders in the McDowell closure area live
in the residentual area nearby maybe simply alerting them to the problems
will be enough of an alert that each rider needs to be a "little" more
concerned while riding............
a. stay out of the deep dust areas
b. don't do donuts in the dust areas
c. don't race on trails along roadways or residentual areas
d. post signs re the problems
e. try self regulating of entry numbers............
Nothing says we cannot make ANY dust.......... it simply must stay under
the EPA limits.
Chuck Hudson has been told all of these when he asked "how to mitigate
without cost"............... simply becoming involved with the community
can work in many instances.
I've also traced the fact that the second closure Judy wanted to close to
ALL recreation but someone from the equestrian community had some clout so
the area was closed to OHV only............ imagine that!!!
YOUR letters stating your concerns will help to keep areas open for ALL
recreation........... not just hikers, equestrian or mountain bikes.
Hikers may not make "dust" but mountain bikes and equestrian most certainly
do. Yes, ATV's probably make the most of the contaminates but simply asking
them to "pay attention" may bring the particulates into regulation
levels.... that's what the EPA asks. They don't say EVERY area with high
levels of dust particulates must be CLOSED........ they simply state
"action must be taken".
I have stayed involved with the agencies as much as possible but with being
a member of the State Parks OHVAG (grant committee) as well as the BLM
Resource Advisory Council I am unable to become directly involved (letter
campaigns) so this is on your shoulders now. Polite letters asking the ASLD
become involved with the community and to try mitigating actions before
closure will help tremendously........... Several directly below Mr. Anable
state "they have not heard anything from the public so all must be well" is
a bunch of bunk. Please let Mr. Anable know you WANT to work with the
agencies for the good of all recreationists.
If you have issues with the "permit" issue............. i.e. wanting a
"day" pass for specific areas etc........ mention that also.
We need to show we DO CARE and want to be involved where needed.

Try disconnecting the antenna (Unscrewing) If you still get the noise
it may be coming through the wiring,
If the noise goes away after removal of the antenna then you have to
shield something in your vehicle. This can be a headache involving
ground straps on the hood and sealing off the engine compartment.
In some vehicles it can be the fuel pump or alternator
On the other hand If the noise level is low enough you may be able to
just use the squelch control to tune it out.
Where is the antenna located? Where is the radio itself located? What
kind of connector was used? Is the shield good? Is the radio new?
Inferior antenna cable and lossy connections matter a great deal.
Do you notice the noise on ur am radio around 10.70? If I know these
things I can help more.
The bottom line is you can make it better but depending upon ur jeep,
it may never go fully away.

individual has a multi=person permit[family] that permit should be
valid for anyone that is in the vehicle. What differance does it make
if it is your wife and 2 kids, or the neighbors wife and someone
elses kids. I never got into the issues of day use permits, out of
state people wanting to bring their own rigs, or paystationms. You
can purchase license tags for vehicles, and renew regestration on
line, why is it not possible to buy a land use permit that way? That
would make it possible for someone that comes from out of the area to
get a permit when they find they need one. I'm just throwing out some
opinions here, to see if the concept has any support.

The STL permits are not permits for vehicles to recreate on STL, but are
permits for PEOPLE to recreate on STL, therefore the individual and family
permit. Besides 4 wheel'n, there are lots of other was to recreate on land
(STL), believe it or not ;) So, that's probably why the State didn't,
originally, have a vehicle recreational permit. Too many different types of
permits to keep track of then ;)
Why is it not possible to purchase a vehicle land use permit ?? Simple the
law isn't written that way. I suppose it can be changed, but, as they say,
it ain't go'n be easy. You know, that's true for anything in politics.

HREW tubing is Hot Rolled Electronically Welded. It starts out as a flat sheet of mild steel, and is pulled, pushed, or rolled through a die that forms it into a tube. It is then run across a metal wheel
that fuses (welds) the seam together. This is where the seam on the inside of the tube comes from. It is usually made from 1018 steel, although if the customer does not specify, the vendor (where you buy the tubing from) may substitute 1020 mild steel, which is a little
better grade than 1018. It is just a different alloy steel.
DOM is Drawn Over Mandrel. It is made the same way as the HREW, where it is formed from a flat sheet, except that after it is welded, it is forced through a sizing die. The sizing die does several things to the tube. First, it "irons out" the seam in the tube, making the tube virtually seamless. It "cold forges" the seam into the tube, adding some additional strength. It also makes the thickness of the walls of the tube more consistent, and makes the tube more round. By making
the tube out of 1026 alloy steel, DOM is stronger than the HREW.
Steel is steel, and there is no difference in weight for the same size and wall thickness of tube. It is (mostly) all in the alloy of steel used to make the tube. This is true even for chrome moly steel.
Given the same outside diameter and wall thickness, Chrome moly steel will weigh the same as mild steel of the same size. Chrome moly has a yield strength of 80,000 PSI, because of its chromium alloy content.
People sometimes get confused and say chrome moly steel is lighter, but it is not the case. Because it is so much stronger than 1018 or 1020 mild steel, you can use a thinner wall or smaller diameter tubing of chrome moly steel and not sacrifice any strength when
compared to the mild steel tubing.

I've talked a lot with one of our engineers here at work, who formally worked for several mines and metal mills. He says DOM, as is used in the race car industry, etc., is seamless tubing, and most people are talking about seamless with they talk about DOM in regards to roll cages, etc. BTW, another person that I work with, ran, for years, in the SCORE Baja racing scene and he confirms the DOM in regards to roll cages, etc., is the seamless stuff, and the general usage of the term DOM is for the seamless stuff.
Anyway DOM (seamless), is not formed from a flat sheet, but rather from a solid rod of hot (1900*) steel thats then drawn over a mandrel via two offset rollers, multiple times. This eventually produces a tube, many times longer than the original solid rod. The finished product is very strong, as it's formed hot, such that the molecules flow and there isn't any real crystal formation yet.
As far as uniform wall thinkness, DOM isn't or doesn't have to be more uniform than HREW. HREW, with the exception of the weld seam, has very uniform wall thinkness. DOM can vary, depending how it goes through the mandrels in the process. Joe says that he's seen in hit really crooked and end up sending a mess of hot tubing flipping all over the place. If the metal isn't feed into the mandrel perfectly straight, then the wall thinkness can vary.

densities, different tubes with the same dimensions but different
alloys can have different weights.
Granted, the differences in the weights of some alloys varies just
ever so slightly. But, imagine if you were building a skyscraper or
bridge that used an incredible volume of steel. For large volumes of
steel, slight differences in density can make a huge difference.
However, when dealing with something like the weight of a rollcage,
the difference in density between alloys is practically negligible.
For a general rule of thumb, the density of steel for most
calculations is usually considered to be about 0.2 lb/in^3 (about
twice that of aluminum). But, in actuality, each alloy will have its
own specific density.

Yes, we realize we have a dust problem in our state but closures without
appropriate testing of actual levels without any "mitigating actions" done
prior to closures must stop.
I have been in contact with Mr. Hudson over the past couple of weeks as he
had personally asked me "how" to do mitigating actions at no cost. I listed
several actions that could be taken............ I've received no response.
I did finally receive copy of the original letter from the County Air
Quality Board that was sent to Judy Woods saying "action" must be taken
within 60 days. Her "action" was to CLOSE. She did absolutely nothing to
mitigate any issues. ACTION does NOT mean no dust............ it means to
"decrease" or "solve".
Chuck Hudsons letter to me notes the "land department concures on all
actions". When the McDowell/Jackrabbit closure was done a couple of weeks
ago NO ONE within the department knew anything about it until Judy Woods
returned to the office a several days later. These closures are NOT
discussed within........... Judy simply closes as an "action" that is
easier than working at finding a solution. Sometimes there may be no
alternative other than to close an area but there are numerous "mitigating
actions" that can help in many cases. Due to the fact State Trust Lands are
not public lands they are under no directive to "alert or consult with" the
public but I certainly feel they owe the people some kind of input or
knowledge of such actions. I personall believe Mike Anable also believes
this............ the problem lies within the department. There are a
number of employees within ASLD that are totally anti OHV as well as simply
feel they can do as they please.
The land department declares "they have no money"..............
Solutions I presented to Mr. Chuck Hudson (of which I have received no
response)
1. ASLD can apply for grant money from several agency funds for OHV issues
or development.
Re Mitigation:
1. ASLD can call public meetings in problem areas to discuss the
problems.... i.e.: if most of the riders in the McDowell closure area live
in the residentual area nearby maybe simply alerting them to the problems
will be enough of an alert that each rider needs to be a "little" more
concerned while riding............
a. stay out of the deep dust areas
b. don't do donuts in the dust areas
c. don't race on trails along roadways or residentual areas
d. post signs re the problems
e. try self regulating of entry numbers............
Nothing says we cannot make ANY dust.......... it simply must stay under
the EPA limits.
Chuck Hudson has been told all of these when he asked "how to mitigate
without cost"............... simply becoming involved with the community
can work in many instances.
I've also traced the fact that the second closure Judy wanted to close to
ALL recreation but someone from the equestrian community had some clout so
the area was closed to OHV only............ imagine that!!!
YOUR letters stating your concerns will help to keep areas open for ALL
recreation........... not just hikers, equestrian or mountain bikes.
Hikers may not make "dust" but mountain bikes and equestrian most certainly
do. Yes, ATV's probably make the most of the contaminates but simply asking
them to "pay attention" may bring the particulates into regulation
levels.... that's what the EPA asks. They don't say EVERY area with high
levels of dust particulates must be CLOSED........ they simply state
"action must be taken".
I have stayed involved with the agencies as much as possible but with being
a member of the State Parks OHVAG (grant committee) as well as the BLM
Resource Advisory Council I am unable to become directly involved (letter
campaigns) so this is on your shoulders now. Polite letters asking the ASLD
become involved with the community and to try mitigating actions before
closure will help tremendously........... Several directly below Mr. Anable
state "they have not heard anything from the public so all must be well" is
a bunch of bunk. Please let Mr. Anable know you WANT to work with the
agencies for the good of all recreationists.
If you have issues with the "permit" issue............. i.e. wanting a
"day" pass for specific areas etc........ mention that also.
We need to show we DO CARE and want to be involved where needed.

Try disconnecting the antenna (Unscrewing) If you still get the noise
it may be coming through the wiring,
If the noise goes away after removal of the antenna then you have to
shield something in your vehicle. This can be a headache involving
ground straps on the hood and sealing off the engine compartment.
In some vehicles it can be the fuel pump or alternator
On the other hand If the noise level is low enough you may be able to
just use the squelch control to tune it out.
Where is the antenna located? Where is the radio itself located? What
kind of connector was used? Is the shield good? Is the radio new?
Inferior antenna cable and lossy connections matter a great deal.
Do you notice the noise on ur am radio around 10.70? If I know these
things I can help more.
The bottom line is you can make it better but depending upon ur jeep,
it may never go fully away.

The STL permits are not permits for vehicles to recreate on STL, but are
permits for PEOPLE to recreate on STL, therefore the individual and family
permit. Besides 4 wheel'n, there are lots of other was to recreate on land
(STL), believe it or not ;) So, that's probably why the State didn't,
originally, have a vehicle recreational permit. Too many different types of
permits to keep track of then ;)
Why is it not possible to purchase a vehicle land use permit ?? Simple the
law isn't written that way. I suppose it can be changed, but, as they say,
it ain't go'n be easy. You know, that's true for anything in politics.

HREW tubing is Hot Rolled Electronically Welded. It starts out as a flat sheet of mild steel, and is pulled, pushed, or rolled through a die that forms it into a tube. It is then run across a metal wheel
that fuses (welds) the seam together. This is where the seam on the inside of the tube comes from. It is usually made from 1018 steel, although if the customer does not specify, the vendor (where you buy the tubing from) may substitute 1020 mild steel, which is a little
better grade than 1018. It is just a different alloy steel.
DOM is Drawn Over Mandrel. It is made the same way as the HREW, where it is formed from a flat sheet, except that after it is welded, it is forced through a sizing die. The sizing die does several things to the tube. First, it "irons out" the seam in the tube, making the tube virtually seamless. It "cold forges" the seam into the tube, adding some additional strength. It also makes the thickness of the walls of the tube more consistent, and makes the tube more round. By making
the tube out of 1026 alloy steel, DOM is stronger than the HREW.
Steel is steel, and there is no difference in weight for the same size and wall thickness of tube. It is (mostly) all in the alloy of steel used to make the tube. This is true even for chrome moly steel.
Given the same outside diameter and wall thickness, Chrome moly steel will weigh the same as mild steel of the same size. Chrome moly has a yield strength of 80,000 PSI, because of its chromium alloy content.
People sometimes get confused and say chrome moly steel is lighter, but it is not the case. Because it is so much stronger than 1018 or 1020 mild steel, you can use a thinner wall or smaller diameter tubing of chrome moly steel and not sacrifice any strength when
compared to the mild steel tubing.

I've talked a lot with one of our engineers here at work, who formally worked for several mines and metal mills. He says DOM, as is used in the race car industry, etc., is seamless tubing, and most people are talking about seamless with they talk about DOM in regards to roll cages, etc. BTW, another person that I work with, ran, for years, in the SCORE Baja racing scene and he confirms the DOM in regards to roll cages, etc., is the seamless stuff, and the general usage of the term DOM is for the seamless stuff.
Anyway DOM (seamless), is not formed from a flat sheet, but rather from a solid rod of hot (1900*) steel thats then drawn over a mandrel via two offset rollers, multiple times. This eventually produces a tube, many times longer than the original solid rod. The finished product is very strong, as it's formed hot, such that the molecules flow and there isn't any real crystal formation yet.
As far as uniform wall thinkness, DOM isn't or doesn't have to be more uniform than HREW. HREW, with the exception of the weld seam, has very uniform wall thinkness. DOM can vary, depending how it goes through the mandrels in the process. Joe says that he's seen in hit really crooked and end up sending a mess of hot tubing flipping all over the place. If the metal isn't feed into the mandrel perfectly straight, then the wall thinkness can vary.

HREW tubing is Hot Rolled Electronically Welded. It starts out as a flat sheet of mild steel, and is pulled, pushed, or rolled through a die that forms it into a tube. It is then run across a metal wheel
that fuses (welds) the seam together. This is where the seam on the inside of the tube comes from. It is usually made from 1018 steel, although if the customer does not specify, the vendor (where you buy the tubing from) may substitute 1020 mild steel, which is a little
better grade than 1018. It is just a different alloy steel.
DOM is Drawn Over Mandrel. It is made the same way as the HREW, where it is formed from a flat sheet, except that after it is welded, it is forced through a sizing die. The sizing die does several things to the tube. First, it "irons out" the seam in the tube, making the tube virtually seamless. My point exactly it should be issued as a multi person permit for
those in one vehicle. Also I am not advocating that the permit be
misused in any way. I thibk there should be some minor changes made
to accomodate more flexibility in how it is app;ied. If in fact the
law reads that each person using the State Trust Land is reqired to
have a permit, then I think it is somebodys interputation thjat is
being used to apply the rules.

However, I'm going to have to disagree somewhat with the statement
that all steels weigh the same. There are many different steel
alloys, each alloy is made up of a different "recipie" of elements,
each element having its own density. Most steels are made up of a mix
of iron, carbon, and manganese. Other steel alloys contain
Phosphorous, Silicon, Nickel, Chromium, and or Molybdenum or even
Vanadium. Because each alloy of steel has a different composition of
the "ingredients" above, the alloy will have a different density than
that of other steels.
Each steel tube with the same outside and inside diameters will have
the same volume. But, since different alloys can have different
densities, different tubes with the same dimensions but different
alloys can have different weights.
Granted, the differences in the weights of some alloys varies just
ever so slightly. But, imagine if you were building a skyscraper or
bridge that used an incredible volume of steel. For large volumes of
steel, slight differences in density can make a huge difference.
However, when dealing with something like the weight of a rollcage,
the difference in density between alloys is practically negligible.
For a general rule of thumb, the density of steel for most
calculations is usually considered to be about 0.2 lb/in^3 (about
twice that of aluminum). But, in actuality, each alloy will have its
own specific density.
