Is the old 401 in the Javlin the same as the Jeep?

I believe it is.
Both are made by AMC.

The javelin could have the better big valve heads.

All AMC 401's and 360's use the same 2.025" int. and 1.68" exh. valved heads. The only real sought after AMC heads are on '70 AMC hi-po 390's. They were the first dog leg exhaust port heads that had rocker studs instead of bolt on bridge rockers and smaller combustion chambers. They'll give you about a 10:1 compression ratio when bolted on to 8.5:1 360's and 401's.

I must have been looking at 304 heads then.
