I know you need a permit for AZ State Lands... but is there a similar requirement for BLM lands?

I thought so, isn't there one for FS too? I had a thread about this once and got many replies. It has been some time since and I cannot remember all of them to be "legal."

On the BLM site all I can find are three special use areas that require permits. I haven't looked on USFS site yet... we used to run trails in the George Washington National Forest (VA/WV border) without permit. Wonder if we were doing it illegally.

I've done a little off-roading on federal land without a permit but never really saw anyone out there. I would like to be legal (just printed out my AZ State Land permit) and to not cause any trouble.

I was at the BLM office last week and told them i was helping with the Table Mesa cleanup and I asked the guy if I needed a permin. He said all I need is a state trust land permit even though that is BLM land I think.

Going to get the STL permit this week. Only $15 for single person and $20 for a family. Also it is good for one year from the date it is purchased.

There are no permits needed to recreate on Federal BLM Lands. The reasoning for BLM telling you that is because intertwinded with BLM out at TM are State Trust Lands. And while I do believe they are definitely a good thing to have if you are out helping with the cleanup I would highly doubt that the sheriff's will give you any trouble about not having the permit.

You're correct Jack................ BLM requires a permit for "Events" only. Casual recreation does not. State Lands require a permit and the "parking area" just off the the access road is actually on State Trust Lands. The area to the left at the "Y" is also partly STL's. Raw Deal is on STL's as are all the lands that parallel Table Mesa Road on the south side. Die Hard and Armageddon exit on STL's. Numerous trail around the old town of Gillette and almost everything east of I-17 are STL's.

You are correct that it's doubtful the rangers or sheriff will require a STL permit during a cleanup but we all should actually respect the need for a STL permit anyway.

FS require a "permit" for a number of parking areas around the lakes, camp grounds but there are no OHV requirements for permits at this time. They are, however, considering a permit for a number of trails within Tonto. I am not supporting this because it simply will lead to each forest (6 total) requiring a permit............... hmmmmmmmm ........... we'll need 6-8 permits plus maybe county permits to OHV recreate??? I don't think so. Not unless EVERY recreationist is also required to have them and that will never happen. This is part of the reason it was so urgent to support the OHV (aka Copper Sticker) bill so there would be ONE permit that would cover everyone. Hopefully 2008 will handle this problem.

Sorry to be a total penis here, but IMO that was one of the flaws with the last Copper Sticker bill, you still needed a STL permit, as well as at least the Bulldog Permit, and possibly the Tonto Pass.

Now, if we could get it all done at once, that would be nice. Thanks for the hard work Sandee.

The STL permit would be waived to "cross" State Trust Lands with the OHV permit. If you stop, camp, park, stage, unload etc you would then need a permit. To traverse "to" other lands for a trail or if the trail is actually on STL's you would not need a permit.

As it stands the OHV Coalition will be sponsoring the 2008 bill as it was written and/or amended in 2007. There are two issues we are seriously considering with amending or changing: 1) lessen the "administrative percentage" to State Parks and 2) not giving State Land Dept. anything if they don't acknowledge OHV recreation on State Trust Lands. There may be more changes to the STL permit with this.

Hopefully OHV enthusiasts will step up and support this bill more through the 2008 legislative session. There is no way any bill can suit everyone 100%. There must be compromise from all sides............

All in all the legislators really didn't "flop" on us........... we HAD THE VOTES but because of Senator Ron Gould from Kingman that believes OHV should be allowed to go anywhere, and do anything, anytime with no penalty or consideration he got the bill pushed to the back burner leaving our bill the very LAST bill on the agenda at the end of session. With this two things happened.......... 1) Sierra Club got to one of the Senators that had been supporting this bill the night before the hearing. Without any checking she believed Sierra Club that they had not been invited nor involved in the building of the bill thusly it should not be passed. 2) Besides this being an outright lie added to the addition of the 4 Senators that felt the bill was a "done deal", left early for vacation. Not right, I agree, but probably no different than many of us trying to get out of town following months of committee meetings and arguing.

We learned A LOT............. we are definitely wiser and much more learned but we couldn't have progressed as far as we did without the attorney/lobbyist. We were able to raise $20,000.00 for the lobbyist for 2007......... it's looking dim for 2008. We're going to have to get people to truly dig into their pockets. One thing we did learn in 2007......... we CANNOT get this bill through ourselves. The attorney/lobbyist is still working for US on the dust issue that's trying to close everything to OHV. Tentatively he's got restrictions down to "no OHV in the PM-10 area on Dust Alert Days". Last year there were on 8 days all year. This issue will be ongoing for awhile.............. attorney is doing this as part of the lobbyist issue involving the OHV bill. He doesn't have to do this.

The Coalition has a board meeting this weekend so hopefully we'll be able to plan a strategy to raise funds for 2008.

Where do you get the support funds from? Do the Off-road shops around the valley, members, etc chip in?

Last year the Arizona Trail Riders club donated $5,000.00; ASA4WDC donated $5,000.00; OHV Coalition clubs/members donated $5,000.00 and ORBA was suppose to donate $5,000.00 but backed out last month so the Coalition had to up the last $5,000.00. Bank balance now $-0-.

I don't know where we'll get the money this year. ATR and ASA4WDC cannot do another $5,000.00 each and the Coalition certainly can't. Half of the Coalition members haven't even paid their 2007 dues..........

I am going to approach those companies that are now ORBA members and see if they will support the Coalition instead of ORBA. This would certainly help although not even close to the dollars needed. We cannot use "grant" dollars we get from dealers and manufacturers because being a 501c3 organization bans us from "lobbying" via grant money.

We'll see................. it looks to be a struggle.
