As a member of a dual military family (my spouse is also active duty), we enjoy our seldom breaks for family time by taking off road trails. It would deeply sadden us to see our freedom restricted due to the current management of the OHV use in Arizona.
Your support for 2443 is needed and very greatly appreciated by those of us who want things to be done right out there for the benefit of riders and non-riders alike. Thank you very much.

Here is todays , june 19 , 2007 update on HB 2443.
Senator Gould has threatened a Filabuster if the Bill is brought to the floor tommorrow. ( also why it was not heard today....... a Filibuster is basically Sen. Gould talking all ....ALL day long and dragging the session out)
SOOOO........here is what I need today............If as many folks that can would Email or fax the following Senators with the message for each and or call their offices and leave a message ......It could help to have the Bill at least heard ...................And that is the problem right now .....they are deciding which of the Bills that are left WILL BE HEARD. IF ours is not one of them it is over ..........simple as that .....all the time and effort down the drain without being heard. Senate President Tim Bee will decide. With the figures that we have right now it looks like we would have 18 "For" votes if we can get Soltero and Tibshraeny. The big kahuna for the evening however is Mr. Bee. We have to get the bill heard or it's dead.
So, I know we have asked for lots of folks time writing and all .............. please one more time!
Call and or write:

Contact the no votes and ask. I have been trying to figure it out, have heard some were presenting this as a tax instead of a fee, but who knows. Just wrote a 3 page letter to my Senator asking him that very thing and reminding him again that his voting record on issues important to me will determine how I vote and right now his chances are not looking good.

Well part of the 3 page letter was informing him of all the things that are going to happen with the lack of educational opportunities, the LEO's etc... that will now not be funded.
I have been trying to get to talk with this guy for months and he just ignores me. If I had the time at this job, I would take a few days to sit in his office until he sees me.
Instead I wrote a letter that I hope prompts him to respond, I copied some in his district and hope they take suite and we can find out what his thoughts were. Also reminded him that I do vote and right now his voting record is not helping his chances of getting mine come next election.

Okay just got some new information on exactly how the vote went down from Jeff.
On Monday we were under the impression we had 20 votes of which we knew we needed 16. 2443 ended up being the final vote of the day and by that time 4 senators had already left for the summer recess (all were supposed YES votes). Paula Aboud had been a supporter of this bill from the beginning however she got a last minute call from the Sierra Club telling her they weren't happy they hadn't been involved in all of the meetings (of which they actually were involved in meetings with the task team and the later meetings with Rep. Weiers) so she flipped on us. And it seems that Sen. Davis was actually in a huff about her bill in the House so she decided not to vote on our bill (kind of a different story than what she wrote to you in your email Ray).
After a few days have passed and Jeff has a chance to cool down he is going to put together some information on the Senators that were absolutely against this bill, so that your voices can be heard from them in the future.
One positive note that I read in Jeff (AZOHVC Legislative Liasion) email was that Senate President Bee personally called him this morning asking him to call off his dogs that all of the emails and phone calls he received yesterday definitely got our message across. Sen. Bee was also a Yes vote for us.
So a huge thanks is owed to all of you who took the time over the past few months to help us with letters/emails/faxes/phone calls on this bill. It was great legislation that was supported by everyone in the state. It passed the House with 54 out of 60 votes and was stopped in the Senate due to simple stubborness. We were 1 vote away people. Eventhough we are all disapointed and annoyed with the system right now, our voices were heard and this will not be the last we hear from the OHV Sticker in our state. We will have our day.

I sent a similar (although shorter) letter to my Senator (Jack Harper - R) asking for clarification of why he chose not to vote for this bill. If he responds, I will post his response so that others in his district on this board will understand his reasoning (or lack thereof).
Please let us know what he answers.............. he has been supportive in the past. Jeff and I met with him several years ago and he has ALWAYS supported anything we've asked of him.
I believe most of our problems stem from lack of total education re this bill and the need of it. This result simply means our next step MUST be getting involved in Legislative Walks; luncheons on the Senate Lawn for education and one on one discussions; Responsible Drive By's; but most of all we need to do a lot of personal meet and greets early in 2008 legislation session. We ALMOST made it.......................

Dear Senator Tibshraeny,
I was saddened to see that you did not vote for HB 2443. I have long voted for you – well, ever since I turned 18 about 9 years ago. I am a young republican, and my involvement in politics and voting is to ensure that the man, or woman, who is best to represent me be elected. That being said, this is the single most important issue to me in Arizona that you have had the chance to vote on. You represent me. Your vote was my voice as I helped to elect you with mine in the past. The fact that you did not even participate in the vote upsets me, and I believe you have just lost my vote. Please take these important matters more seriously next time, as you represent my family and I along with the other residents of your area.

Thanks Amber............ WE ALL need to send similar notes to our Senator. Amber is absolutely correct and it does work. Senator Bee (President of the Senate) has been against this bill from the get go but he voted for it. I too sent a similar letter but leaning a bit more towards how he needed to understand this bill was not involving OHV having fun but "how do we stop the yahoos that ARE abusing our lands and resources".
I truly believe we need to remind some of these guys/gals what their position is............. it's not about personal opinion................... it's about those people that elected them!
BTW: A short note to Representative Jerry Weiers thanking him for standing up for this bill. Hopefully 2008 will bring us through.

The NV from Jay Tibshraeny doesn't really surprise me. Some years ago, Jay and the rest of the Chandler City Council took an item from the adjenda and moved it to the front because the owner of a business was at the meeting and wanted an exception to put a satelite dish in the front of his business. The rule was that they needed to be in the rear. The business owner needed to know immediately whether or not the city council was going to allow his variance, because, (and get this) the installers were out there at "right now" to install the dish, and there was a live radio broadcast scheduled for the next day. The city council STOPPED what it was doing, discussed the issue, and voted in favor of giving the green light. John Huppenthal, (he voted NO on this current issue), was also on the city council at that time.
Personally, I would have voted no, just for the fact that the owner made all of these plans without knowing how the vote was going to go. The way the council handled the situation made me so mad, that I ran for a seat on the city council during the next election. I lost, but only by about 1,000 votes. (If I remember correctly.)
And Sandee wonders why I have no faith in our elected officials.

I sent her back a message saying in a nice way that I didn't think a "no" vote showed any type of support for anything. You don't have to graduate grade school to get that.

I did vote on this legislation---and I supported it but it didn't go far enough. Now the sponsor will have to sit down with a larger stakeholder group to build a coalition that can pass this legislation with all the proper safeguards.
Thanks for writing.
Sen. Aboud
Above was sent to me in response to my email saying that her vote of no distressed me........how does no mean yes??? Women like her are very confusing.
Senator Aboud was supportive of this bill until the very end and as the "rumor" goes Sierra Club called her at the last minute and whined "they hadn't be involved" so she took them at their word and blew OHV off. She's a firm supporter of Sierra Club.
The problem is Sierra Club WAS involved in the end of the Task Team meetings but only attended when they felt they were getting their way............ they wanted something like 30% for environmental rehab (allegedly to the trails and areas WE DESTROY) as well as even more for law enforcement. These figures would have left OHV with NOTHING. We only get around 50% as it is. When all went to Representative Weiers they were involved in those meetings but stopped attending again when they didn't get what they wanted. Being that they pulled this back door stunt there was no time to dispute or clarify it.
We certainly know better for next year!!!

Hmm, so I just watched the video from April's reading of the bill. I'm kind of in awe. We have a lot of work ahead of us in regards to educating our legislators on OHV issues in the state.
Amber and My1stJeep, you both should really check this out and hear the comments that were made by Aboud and Blendu on our bill.

That was awesome insight into how it works.
Sen Flake nailed it on the head for me. He voted for it, but didn't like it.
Thanks for posting the link up Jack.

Wow, heard Blendu and is he in left field. I did notice that was the 3rd read back in April, not sure it it is still his main reason for voting no.
I sure wish he had gotten back to me. The only people buying this permit are those recreating on AZ land. If they travel only over to the Imperial Sand Dunes and never use their vehicle here, then they don't have to pay the fee as I understand it. Talk about being confused or grasping at straws for a reason to vote no.
Gould holding on to a Tax, I think he needs to read up on the difference between a user fee and a tax.

My father was in our state legislature for a couple terms. If you really knew what went on you would probably cry.
He was so upset at the polotics he finally quit. There is no representing the people here. It is all about having friensds and sharing favors.
