Which Carb to use on V8

I'm building a Chevy 383 stroker. I'm using vortec heads and because of the year of the vehicle I have to take it through emissions. It has a factory Quadrajet Carb, but I'm sure it's going to be interesting trying to tune it with the new engine combo. I suppose my choices are to go with Edelbrock, Holley or try to tune the factory beast.

My question is what is the best carb to pass emissions and give me some descent performance

The quadrajet should be fine if it is in good shape.Turn one mixture screw until it starts to miss and back it off a little then do the other one.Unless there is a problem that usually works good.
