did I misspell that? Remember that white jeep that was stuck on a trail too narrow for it, and had broken parts? It was reported then the owner got cited. Basically it's reporting anything inapropriate that hurts the environment.

A Peer Patrol consists of "US" educating and watching over our trails and resources along with direct contact to law enforcement. "Trail Patrol" is another description and what we'll be using in Arizona is "OHV Ambassadors".
OHV Ambassadors will be reimbursed for "mileage" and all training will be FREE. This includes full CPR and ASI Riding/Safety training for ATV's. You may not have an ATV but you can get free training on a loaner through this. For those of you that are ASA4WDC Chief Safety/4x4 Awareness Instructors you can update your CPR for free.
This training will include Defensive Driving Class that allows us to drive agency vehicles if needed; and HazMat training. This training is necessary for "Peer Patrols" to cover liability for us and the fed. agency. Training will start in mid September. The "temp/suggested" dates are Sept. 15/16.

This is "sorta" true. We need to do this type reporting any time. What the actual OHV Ambassadors (Peer Patrols) will be doing is actually patroling the trails with law enforcement officers with us or nearby ready for contact...... these will be designated days in three pilot areas for this first year. Table Mesa/Bradshaw Foothills (Castle Hot Springs Rd); Cave Creek F/S and Granite Mtn riding area and Florence Junction (MGCP and Desert Wells).
For this patroling Ambassadors will be paid mileage........
Re reporting wrecked and abondoned vehicles; recovery of such or reporting like the white Jeep on a "Single Track Trail" is simply our responsibility and should be continued.
Responsible users and education bring forth responsible users..............

This "JEEP" was on a SINGLE TRACK TRAIL........... much narrower than a two track and very obvious not intended for a Jeep or full sized vehicle. Although trails within the Sycamore area are not yet signed identifying use, it was very obvious (or should have been via common sense) this trail was not for use.
If this kind of abuse continues Sycamore will be closed to all use. We have fought a hard battle for 5 or more years to keep this area open for OHV use. I certainly don't intend to let it go because of some dumb a** that can't handle staying on trails that are obvious for their specific use. There will be a huge change in the usages at Sycamore in the planning. There will be fewer trails for 4x4's; and more trails specifically for ATV's and dirt bikes. There will be a 4x4 "Play Area" and "Hill Climb" near the river and numerous trails for 4x4 or all use to specific 4x4 challenges or view vistas as well as connectors to the trail system outside Sycamore itself. There will be an extreme 4x4 area near Sugarloaf Mtn as well as a couple of technical trails. There will be "tot lots" for training youngsters on ATV's and bikes as well as camping sites with ramadas. This will be OURS............ hopefully we don't lose it through stupidity.

If you are on an assigned "OHV Ambassador Peer Patrol" and see an incident like you described you would call or radio your assigned LEO for that day.
IF you cross something like this on a casual trail ride you would simply get as much information as possible.......... License #; description of vehicle; people; # people; where etc etc. and turn it in to whomever is land manager for that specific area. BLM Phoenix office; Cave Creek Ranger Dist.; State Land Dept. or simply the OHV Ambassador leader at State Parks. These kinds of issues are part of the OHV Ambassador TRAINING that will begin in September.

NOTICE.......... REMINDER................. ALERT...............
The OHV Advisory Group working with State Parks and the Gas Tax money, are trying to coordinate our new OHV Ambassador program in working with law enforcement to manage some of the abuse on our lands and trails........
So far there are only 5 of us that have signed up for the required training to be an official OHV Ambassador. (Only receive mileage money if you're an OFFICIAL Ambassador)
The agencies are working at setting a schedule in September for training. There's a full weekend of training covering everything from defensive driving; HazMat; full CPR (can update your existing if you want); ATV training certification (can do this for free even if you don't have an ATV but might in the future). If you already have ATV training or CPR you don't need to do it but the rest is required by the federal agencies under their "Volunteer" agreements.
The three weekends in Sept. they are looking at for training are: 8-9th; 15-15th; 22-23rd

I didn't ask him how many people are involved yet but I haven't talked to too many people who are signing up.

We need "stockers" also!.............. It's true this first year consists of three pilot areas around the Phoenix area but the need for volunteers to continue into next year into new areas is certainly needed......... you only need to go where you're capable of going. We're certainly not all extreme buggies. ATV's and dirt bikes will also be included.

FYI, I just received an email from Troy re: OHV Ambassadors. He sent a 1 page sheet outlining some of the details of the program and an interest form to be sent back. Training is tentatively scheduled for Sept 14-16.

The first document [cut and pasted] gives the 28th meeting information and location. You cannot park in front as the Dept. of Corp. & State Parks is facing Washington but if you park in the back (Adams) when you enter the building the elevators will be on your right. Go DOWN to the basement. The Conference Room is the second door to your right.
It is ONLY A PLANNING MEETING..... I see from the mail list it went to those of us that have been involved as well as a couple that already signed up for the training. The TRAINING won't begin until September and I believe when the notice of Training came out everyone was asked to pick the most convenient date in SEPTEMBER. It's always been planned and announced to be a September training. Nothing has changed.
The two documents also below [cut & pasted] are the agenda for the meeting on the 28th involving final planning re what's needed. The last is the notes from the last meeting.

You are invited to attend our next OHV Ambassador Training Subcommittee meeting on June 28th at 1:00-3:00 in the Arizona State Parks Board Room. Define required volunteer training requirements/instructors / Define training session fundamentals
The group discussed the various training components to be included in the OHV Ambassador training program. All agreed that there are certain components required by agencies that cannot be circumvented or abbreviated. In hopes to achieve a unified group of volunteers, the training will maintain the higher degree of volunteer training elements when there are differences between Forest Service and BLM requirements; however, some agency-specific orientation/training will need to take place. This may be accomplished during a brief breakout session during the training where agency personnel go over agency material.
Following this discussion, the group prioritized additional training components, not included in the mandatory list. From looking at the list of possible training topics, several comments were made concerning the amount of time it will take to complete the initial training. However, for the purpose of assimilating the various topics needing to be included in the training, time was not a factor in the prioritization process.
The majority of training topics discussed were selected to be included in the training program. Only a few of the topics were not mandatory and could be included later on in the volunteer’s “continued education” as optional training. These included: OHV repair and maintenance, emergency situations/desert survival, and trail signage and maintenance.
Because of the long list of required training components, it was brought up that individuals entering the program complete with first aid, CPR, ASI certification and/or GPS map skills can skip these particular training sessions. These four topics would then be offered the day before the main training program begins, temporarily calling this the “rookie day” training.
Next steps for volunteer training
Start dates, numbers of volunteers, and locations were discussed. All agreed that getting volunteers on the ground in the pilot areas during the summer season would be in vain due to the heat. Instead, a September training date (September 15 was a suggestion) would be more realistic. In terms of the amount of volunteers, a training group of 16 seemed adequate for the first training event, with the understanding that two or three more trainings can take place within a year from September. There was discussion that numbers are less of a priority than establishing a solid training program with quality ambassadors. Joe Sacco suggested Ben Avery as a training venue, which has air-conditioned buildings and multiple OHV courses. A fall kick-off potluck for all volunteers (patrollers and meet & greeters), agency staff, and ASPB staff will take place at a yet-to-be determined venue.
Final points of discussion revolved around the use of promotional materials. Tammy Pike suggested that a PowerPoint presentation be drafted for promotional use among different FS offices.
Discuss LE Training
A brief discussion of the merits of advanced ATV LE training in relation to the Ambassador program took place. Jon Young and Joe Sacco agree that this training will be helpful for OHV related LE. Troy to work with Jon and Joe on LE compliance issues with the volunteers.
Concerns
The issue of state land came up and it was suggested that Cliff Meyers should contact ASLD regarding volunteer access on state land.
Another issue mentioned was the degree of training required for OHV Ambassadors that will only be participating in the meet & greet activities and not on active patrols. It was decided that the scope of the current meeting was to flesh out the training for the patrollers and that these non-patrollers’ training would be considered at a later date.

The meeting yesterday went well. There are a lot of good people dedicated to this program. Sounds like things should turn out well.
There are still opening for ambassadors. The training date of Sept 14-16 is solid up at Ben Avery. I think it is going to be whittled down to just Saturday of all day training and Sunday if you are going for the ATV or motorcycle certification.
Sounds like they are going to pay for CPR/First Aid training or provide it but not at the same weekend. It would take up too much of the time.
Also sounds like they are working with Pinal county and expand east to eventually be state wide.

It is us going out and being involved with otherers to promote safety, tread lightly, and report things to law enforcement. Mostly we are trying to make an impact through training and good example. We don't want to be known as those jerks alway hounding us. That is LE's job. We are just out to help where we can.

You are recieving this message because you have expressed interest in the OHV Ambassador Program.
Much progress has been made from our administrative end here at Arizona State Parks! We have finalized the application process, defined the basic roles and responsibilities of the volunteer position, and have set the mandatory OHV Ambassador training date for September 15-16, 2007 at Ben Avery Shooting Facility in North Phoenix.
This training will include a variety of topics that will equip the new OHV Ambassador with the necessary skills to:
Communicate with land managers/law enforcement officers
Provide a positive and informative "on the ground" presence
Ensure personal safety
Properly handle emergency situations
Comply with agency protocol for checking in/out using BLM radios
Effectively monitor trail and resource conditions and complete monitoring reports
And much more!!!
The mandatory portion of the training will take place on Saturday, September 15, and will last all day with all meals provided. For Ambassadors using ATVs or Motorcycles, ATV Safety Institute (4 hours) and Motorcycle Safety Foundation (8 hours) training will be provided on Sunday, September 16 (meals provided) and is required unless the volunteer has a current and valid ASI or MSF certification. First Aid and CPR (8 hours), while required to patrol, will be optionally offered on Friday, September 14 (meals provided) and will be offered again on two weeknights (Tuesday and Thursday) during the month of October. RV and tent sites at Ben Avery Shooting facility will be made available (at no cost) Friday through Sunday to any Ambassador receiving training. RV sites will have water and electric hook-ups, but no sewage dumping facilities; however, bathrooms and showers will be open to all. We will be providing more detailed information about the training weekend as we get closer to September.

One thing I feel I should mention.
Since we are dealing with government agencies, they are very skiddish about letting us bring people along on peer patrols.
My wife is probably going to take the training and be a volunteer so we will be able to go out together. She drives my rig and also is panning on doing other volunteer work so she will fit right in.

Update: I dropped an email to Troy the other day. There are 50 applications being processed for the Sept 15-16 training and he's still receiving inquiries and applications even though the deadline for applications for the initial training has passed. I'm excited.

No, do not call Troy............... the official OHV Ambassadors will know what to do and will have contact with law enforcement.
As a casual recreationist simply can take pictures or notes of the area, vehicle plate number, people involved etc and LEAVE. DO NOT approach the group/individuals. Call the local ranger (FS) or the Field Office (BLM) or the Sheriff. It's too bad the public can no longer obtain an address from MVD related to a plate number. Years ago we came across a camper that left all his trash on the ground and drove away. We packed it up, got an address when we returned home and boxed the trash up and sent COD.
As mentioned earlier............. pick up the cans after they leave. Put towards gas money!
Each individual selected for this first training (they can only accomodate about 25) will learn all this. There will be other training sessions in the future.

The ambassadors won't be making direct contact ith violators either. We will be in direct contact with the LEO in the area. There will always be 2 on patrol and the LEO.

I'm interested but probably won't be able to get out on the trails for about another 6 months till I get done building my house. This looks like a much needed program that could have a huge impact on the ever-increasing use (or non-use) of our outdoors. I'll give Troy a call. Thanks

There were over 60 applications submitted with room for 25-30. The 30 have already been selected for this first training session......... they're hoping to have the second one in a couple of months but with the holidays coming up quickly, I'm betting there won't be another until after the first of the year.
I'm sure Troy (OHV Ambassador Lead) will get the information out ASAP.

There seems to be a lot of interest and hopefully there will be expansion of the program soon.
I wasn't able to attend the selection meeting so I don't know who all was selected.
Troy is a very nice guy as well as the other members of the planning team from BLM, Land, Parks and others.
I'm not going to be able to make the CPR First Aid class so I'm gonna get mine through the Red Cross or something. I'll post up what I find out is available if there are others in the same boat.
I think they will offer the CPR FA class in Oct again but I don't have my schedule that far out yet.
Looking forward to meeting everyone. :)

Troy said the second CPR/FA training would be 2 nights during the week in Oct. I've got 10/9, 11 written on my notes that I made while talking to him. The training in Oct will be held downtown Phx.

This is even easier. A citizens arrest means I gotta go to court :(. this program is all about reporting as a civilian and letting the real cops take care of business. I think this program is more about educating the OHV community and obtaining VOLUNTARY COMPLIANCE. We'll find out more at the training in a couple of weeks.

Still waiting on some paperwork from Troy. I know there is CPR/FA training on 9/14, training for those who were selected for the first group on 9/15 and then training for ATV/quad riders on 9/16. I'm not doing 9/16- gotta jeep, who needs a quad? That's my understanding at this point- should know more as soon as we get papers from Troy.

Suggestion: Take the ASI (quad) training.......... it's FREE under this program and there are a number of areas/trails that are limited to vehicles 50 inches or less in width. A number of years ago BLM convinced me to take the training connected with a conference............ waaaaay too much fun and it definitely cost me a bunch. (9 quads later........ all the grandkids had to ride with Nonna right?) Anyway, if you have the time it would be a benefit to have it in an emergency.???
Jeep, 4-Runner, Scout, buggy...... they're most certainly first choice but the quad is definitely fun now and then.
Both BLM and FS new land use plans will reflect specific trails identifying vehicle types for certain trails. 4x4's will be limited to trails 50 inches or wider (already are on Forest lands). The Granite Mtn area which is one of the 3 pilot areas in north Scottsdale is ALL ATV's or bikes....... actually, it's mostly single track. Ambassador program is offering bike training also...........

At the last meeting I was at they weren't going to have any. I tried to score some from a friend who has a dealership but he is giving up his franchise and going strictly accessories.
I doubt I'll ever own one so I'm not sure I'll ever need it. I would like to do it just for kicks.
Maybe next training go around I'll get it done.

Speaking of "training"........ was in a meeting last week with Pinal County and the question arose regarding starting a Pinal County Sheriff POSSE............. Anyone interested?
