Hey buddy, what you are suggesting would be a class 4 felony (which
carries a fine and mandatory jail time, guideline 2 1/2 years) for the
both the supplier and yourself under AZ law (ARS 13-4702, subsection A,
paragraphs 4 & 5, penalties are in subsection C.)

http://www.azleg.state.az.us/ars/13/4702.htm

Yes, this does fall under the "chop shop" law in the criminal code, see
section 1A.

http://www.azleg.state.az.us/ars/13/4701.htm

And, the vehicles involved, and all tools and "real property" would be
forfeit.

http://www.azleg.state.az.us/ars/13/4703.htm

So don't do it. Besides, being "outdoorsy" types, I believe most of us
want to PROTECT the environment, not find illegal ways to run polluting
(and illegal) vehicles. Just get it running clean.

Subject: Re: Jeep Title

Hi All,

I am sorry to have stirred up the group so much.

I have been accused by group members of felony actions, of being a
chop shop and who knows what else.

Allow me to clarify myself:

Vehicle 1: My 70 Jeep with clear title.
Vehicle 2: 66 Jeep with clear title owned by private party.

1. It is legal for anybody to buy vehicle 2 from the private party.
2. The last I knew it is legal for me to take apart vehicle 1 and
use the parts to rebuild vehicle 2 if I own both titles.

3. The last I knew it is legal to rebuild vehicle 1 using parts
obtained from a wrecking yard or private sale. (As long as
NONE of the parts/vehicles are stolen)

4. The last I knew it was legal to trade a vehicle with clear title
for another vehicle with clear title.

5. The last I knew it is legal to sell for scrap any vehicle you own
clear title to.

I worded my mail the way I did because some people have replaced
tubs (metal or fiberglass) on jeeps and if the didn't do the paperwork
right the vin wouldn't match their title. I want a VIN and TITLE that
match. Then I can rebuild. Or, if the vehicle is equipped like mine, I
would be interested in a trade.

Here is my vehicle description:
1970 CJ5:

o 225 ci Buick V6
- Offenhauser 4bbl Intake
- Holly

o 1965 Ford T18 4 speed w.
1st 2nd 3rd 4th

with main shaft machined to fit stock CJ throw out bearing.
o Centerforce 10.5" clutch disk for 65 Ford PU.
o Centerforce 10.5" Pressure plate for CJ.

o Warn overdrive unit with 29 tooth/6 spline planetary gear.
o WARN xd9000i winch w/roller fairlead
o 34x9.5x15 Super Swamper TSL
o ARB compressor to provide air for lockers.
o Full roll cage that doubles as an air tank.
o Front Axle: 41.5" Knuckle to knuckle Dana 44 ARB, 4.88 gears &
disc brakes, MM Hubs. (1.5" wider than stock)
o Rear Axle: Dana 44 ARB, 4.88 gears & drum brakes, Warn Full Floater
Hubs & Axles.
o Power Brake Master cylinder out of 94 Wrangler.
o Hydraulic Clutch
o Tilt steering column out of a 94 Wrangler
o Power Steering box and pump off of a 79 Monte Carlo
o Drop pitman arm from 70 CJ5
o Front disc brake knuckles from 77 CJ5
o Spindles from 72 chevy PU.
o Rotors and bearings from 78 Wagoneer.
o Disk brake caliper from 72 Chevy PU.
o Front Suspension: 87 Wrangler rear leafs in spring/over axle and
shackle reversal configuration. Dual Black Diamond AT shocks with
extended shock tower.
o Rear Suspension: 87 Wrangler rear leafs mounted outside the frame in
spring/over configuration. RS 5000 shocks with 45 deg inward mount.
o 2" Body Lift
o Steel Horse high back buckets W. Steel Horse center console.

(In case you are wondering, I have receipts for everything)

I am not trying to fence stolen property thru your group or
commit an illegal crime. I surely do not want anybody in your group to
be an accessory in a crime.

I DO NOT appreciate being called a felon. I just want to build
Jeep's and go 4x4'ing!

I belong to a club I thought similar to yours in Oregon and have
been an active member in good standing for more than a year.

However, if you as a club don't want me around because of my
interpretation of steps 1-5, so be it. Tell the list owner to remove me.

Otherwise, I will assume it is all a big misunderstanding.

If you personally STILL have a problem that you want to discuss,
give me a call or send email to me directly. I don't want to stir the
group over this anymore.

At the risk of sounding intolerant, it sounds to me that you are using our
mailing list to propose an illegal activity. This is not an acceptable way to
use any mail list service, especially this one. As Moderator, there are a
number of ways I can respond. Unless the rest of the group expresses a
different opinion, I think today I'll stop with this warning. Perhaps I'm just
missing some subtle humor here.

We have a fine, diverse group of people here, a group I'm proud to be a part
of. I'd like to keep it that way.

Okay, Randy,

let me see if I've got this straight here.

Yeah sure, you can take parts off of one Jeep and put them on another. People
do that all the time. I've done it myself. But, It appears to me that what ya
wanna do, by your first e-mail, is buy some one's pre 1967 Jeep, take the VIN
plaque off of it and put it on your 1970 Jeep and use the title to try to pass
it off as an older model that doesn't require a smog certificate.
Is that it?
I don't know how they do things up in Oregon, but here you have to take the
vehicle down to the smog inspection place, even if it is a pre 1967 vehicle,
for inspection. They don't just look at the title and give you a waiver and
send you on your way without even looking at the vehicle first. I also think
that they've looked at enough Jeeps down here to know a 1970 from a 1966 Jeep
in an instant.

I just don't see what the problem is here.. 1970 Smog test can't be that
bad, I mean you don't have to have air pumps, or EGR valves, or anything
like that. if the Motor is in tuen, and the exhuast is intact, why whould
you even sweat the smog test? I have a 69 Jeep, I am not worried about the
smog test. If your motor is in tune, and it is safe to drive on the road,
then why even worry. Take the chance, get it tested, just make sure you have
a well tuned motor, and a good running carb.

Randall -

I think we should give you the benefit of the doubt, but if you read
your original post, I think you'll see why it seemed clear (to us) that
you were simply looking to swap VIN plates....not a good plan.

Troy had posted that rather than try to by-pass the smog test, it might
be a good idea to get your CJ tuned up and go for the test. Sounds like
you've put alot into your Jeep from your latest post, so it's likely in
pretty good shape, and this is really your best route to take.

All,

Harry Brosofsky posted the message below to the jeep NG. If you don't know of
Harry, he is one of the more prolific contributors to the Jeep NG and well
respected in the Jeeping community. We exchanged e-mail, and decided I'd post
this to AZ-VJC and see if any fellow Jeepers want to join us for a beer.

If you have any ideas where to go, or if you are interested, let me know and
I'll schedule something. He will have a rental car and could meet us anywhere
in Phoenix.

'Course, if he were here on the weekend I'd suggest the Crown King Saloon, the
only Saloon I know of at the end of a 5 hour Class 3 of 5 trail. ;-)

Hey all,

I'm going to be in the Phoenix area next week from Monday
afternoon through Thursday morning attending a course at Luke
AFB. I don't think I'll have any time to wheel, but if anyone wants to
get together for a beer and a look see of your rig, e-mail me before I
leave on Monday morning.

Later,

Harry

Last Sunday at the rolls I added a rattle to my Jeep....Didn't cost much....Anyways, I have spent the past three mornings trying to track this thing down and it seems to be in the exhaust line. The closest I can get is to the catalytic convertor. Is there anything inside it than can rattle? Shacking it seems to produce something similiar to the rattle I hear but I'm not to certain. The rattle does change with throttle and really shakes when I start the engine. Next time we all meet I've got to have someone look at a few other things. Btw is front brake pad replacment to difficult? I am thinking about doing those myself on Sat. or Sun. I do have the haynes manual and a monsterous socket set.

Great minds think alike. I sent Harry a note...I'll forward it to the

able to take Thursday off. Crown King came to my mind, since he's on the

Hi Harry. There are some great trails in Az. If you could stay over
through Saturday, some of us in tha AzVJC (Arizona Virtual Jeep Club -
started originally from Az folks in the Jeep Willy's NG) could take you
out. Just a thought. We're doing a run on the 23rd, but some have
expressed an interest in heading out sooner...and I'll go at the drop of

My understanding is that this is a "normal" failure mechanism for a cat-converter. The internals get loose and can ultimately block the flowpath ...resulting in bigger problems. Recommend you take it to a good muffler shop for inspection and replacement. A universal cat-converter should cost <$150 including installation.>

I did my break job today ( $21.95!), replaced the front pads. Not at all difficult and a heck of a difference. No more wrestling the steering wheel to stop in a straight line! I sure hope that rattle I got isn't the cat converter. A loose bolt or something would be much better! I'm definatly in the mood for a run so if ya'll got something cookin for this coming weekend let me know!
