Sharon and I have been following the debate about the Coke ovens and although we can't give advice about right-of-way, we can share a public site that might come in handy for those of you that really want to know who owns what in our state;

You will need to drill down into the area of interest, and click on the box labeled "land ownership" near the bottom on the list to the right. You can even get more info. by clicking on the "i" (info. box) on the right and then clicking on the site in question.
When I drilled down, the trail indicated on the map was clearly on property owned by the Bureau of Reclamation. You decide if that trail is the one you are on....:confused:

BLM has the surrounding property with the exception of a fairly large parcel bordering the east side of the private parcel that is DOR property. Portions of the trails into the Coke Ovens (excluding the one from the north) are across DOR land.

If you are having trouble working with this site, here is another that will help;

When I am not familiar with the specific area that I want to view, I also use the "Arizona Atlas & Gazetteer" to help me drill down to where I want to look.

Next time you are planning a trip out at White Tanks and need to know if your route requires a State land permit, use this site.
Didn't use any "site"............ I'm going off official designation maps from BLM, FS, DOR and ASLD & USGS approved. These are the maps used for the route inventories done as well as the evaluations of the inventoried routes.
BTW: There is no State Trust Land directly bordering the private property although the roads/trails cross State Trust Lands throughout the entire area. There are not many areas of public lands accessable without crossing State Trust Lands anywhere in the state.
This is part of the reason we all need a State Land Permit.
I have detailed maps of most of the state if anyone is interested in viewing. I live in southeast Mesa. Hopefully the Public Lands Information Center will reopen soon so everyone can obtain maps reflecting trails, land ownership, coordinances etc. You can get specific areas like the topos or do the entire state but unlike topos, the land status is shown.

Sandee, I assumed that you had access to more accurate data. Much the same here, what I was trying to do is help others find info. on their own. :)

No, the maps I have are not available at the State Land Dept.
The maps I have are accurate but if it's felt there's something better that's ok. Just trying to help.
Sometimes "finding their own" simply adds to the problem and misinformation to our access.
Many times "internet" maps/data/information are not up to date.

Hey Wayco, thank you for posting this link!! I ran across this site somehow many months ago and found it very interesting and useful. I guess I didn't bookmark it and not in my history anymore, so I have been searching for it. Great info here!
