I'm not that familiar with the non-HO cooling system but if I remember correctly there is a sending unit in the Radiator that turns it on around 205-210. If it's not turning on I would check that first.

It only comes on when the AC is turned on right now. It seems to me it should come on when the engine is heating up and the thermostat opens. I replaced the thermostat.

Change your oil the morning of your test. It will help quite a bit.
Consider doing a TFI upgrade to your ignition. It doesn't cost much at all
and is very easy to do. It deliveres a much hotter spark than the stock
ignition so it will help with emissions. Here is a link.

Just print the instructions (it has all the part #'s) and head out to the
parts store. You are basically just swapping out some of your existing
parts so it is simple. The MSD module is optional, but recommended. I have
run my 84 CJ7 for a few weeks since I did this upgrade and it runs smoother

I asked the state the exact same question when I dropped my 97 chevy
vortec motor in my CJ. The guy told me that the testing standard would
be applied to the standards of the vehicle year or the replacement motor
year, which ever is newer. Now my CJ must pass 97 standards. Now if it
were a 1975 AMC 360, the motor would have to pass the standards of the
1986 Jeep. If I am wrong, some one please correct me.

I know Charouleau Gap has been done twice in the last month, but I had prior
commitments and couldn't make it. I've run Chivo Falls once, a few years
ago, but have never done Charouleau Gap. Either way I don't know the route,
although I'm sure I could find my way across Chivo Falls, if I can find the
trail head.

Easy just tell them the engine block is out of an older than 1986 car.
My block is out of a mid 70's car, the fuel injection parts are mixed
and matched out of '93 and newer.
Actually, they never ask me what the engine is other than 4cyl, 6cyl,
8cyl. In my old '82 CJ-5 (which for that year there was no v8
option) when I told them I had swapped in a V8, they just set the
machine up for a generic "1982 V8 SUV." For the '81 CJ-7 they just
ask 4, 6, or 8 cyl. I tell them 8 and away they go; they don't ask --
I don't tell.
This is one of those cases where the lawmakers have no idea what is
involved with "engine swaps." Yea, on paper it looks good to say "the
testing standard will be the standards of the vehicle year or the
replacement motor year, which ever is newer." But what they don't
realize is that alot of people that do engine swaps also swap around
parts of the engine as well, especially with SB Chevy's. I think if
they ever did ask "What year is the engine?" I'd have to ask "Which
part?" Take my old CJ-5 for example. The block was a '67 327 block,
the heads were off a mid 80's Z-28 Camaro, and the Carb was off a
late 70's car. Everything else was aftermarket (intake, headers,
etc...)

I recently failed my emissions testing in my '94 ZJ. I failed the NOX test (the last part of the test). I have just replaced my cat converter and will replace my O2 sensor the next day or so. Anyone have any more advice for me? I really need to get it passed because I am driving around with expired out of state plates.

You are right but if its a carb engine they dont date the block... If it
looks new like the stated 75 eng in a 86 cj then you might have a problem if
its efi... As for the original problem I would just try to run it through.
They are idiots I assure you! I have a friend who works at one who was
special ed. throughout school and works at one (seriously/literally). Worth
a shot. As for the waiver you get one per the life of a vehicle. it lasts
the calendar year and you get no more. The guys at the waiver stations know
their stuff and if you are nice and respect them (not belligerent) they are
really cool. PLUS how many car guys do you know who like to hassle people???

my '94 ZJ has a 2.71:1 O/I on 1st gear, hence, the CR
= 2*2.71*4*4.56 = 99:1, thanks to an automatic torque
convert. Please note that this formula is independent

Change your oil the morning of your test. It will help quite a bit.
Consider doing a TFI upgrade to your ignition. It doesn't cost much at all
and is very easy to do. It deliveres a much hotter spark than the stock
ignition so it will help with emissions. Here is a link.

I asked the state the exact same question when I dropped my 97 chevy
vortec motor in my CJ. The guy told me that the testing standard would
be applied to the standards of the vehicle year or the replacement motor
year, which ever is newer. Now my CJ must pass 97 standards. Now if it
were a 1975 AMC 360, the motor would have to pass the standards of the
1986 Jeep. If I am wrong, some one please correct me.

Easy just tell them the engine block is out of an older than 1986 car.
My block is out of a mid 70's car, the fuel injection parts are mixed
and matched out of '93 and newer.
Actually, they never ask me what the engine is other than 4cyl, 6cyl,
8cyl. In my old '82 CJ-5 (which for that year there was no v8
option) when I told them I had swapped in a V8, they just set the
machine up for a generic "1982 V8 SUV." For the '81 CJ-7 they just
ask 4, 6, or 8 cyl. I tell them 8 and away they go; they don't ask --
I don't tell.
This is one of those cases where the lawmakers have no idea what is
involved with "engine swaps." Yea, on paper it looks good to say "the
testing standard will be the standards of the vehicle year or the
replacement motor year, which ever is newer." But what they don't
realize is that alot of people that do engine swaps also swap around
parts of the engine as well, especially with SB Chevy's. I think if
they ever did ask "What year is the engine?" I'd have to ask "Which
part?" Take my old CJ-5 for example. The block was a '67 327 block,
the heads were off a mid 80's Z-28 Camaro, and the Carb was off a
late 70's car. Everything else was aftermarket (intake, headers,
etc...)

I recently failed my emissions testing in my '94 ZJ. I failed the NOX test (the last part of the test). I have just replaced my cat converter and will replace my O2 sensor the next day or so. You are right but if its a carb engine they dont date the block... If it
looks new like the stated 75 eng in a 86 cj then you might have a problem if
its efi... As for the original problem I would just try to run it through.
They are idiots I assure you! I have a friend who works at one who was
special ed. throughout school and works at one (seriously/literally). Worth
a shot. As for the waiver you get one per the life of a vehicle. it lasts
the calendar year and you get no more. The guys at the waiver stations know
their stuff and if you are nice and respect them (not belligerent) they are
really cool. PLUS how many car guys do you know who like to hassle people???

Damon is correct and here is my backup details. Since
my '94 ZJ has a 2.71:1 O/I on 1st gear, hence, the CR
= 2*2.71*4*4.56 = 99:1, thanks to an automatic torque
convert. Please note that this formula is independent
on the tire size although as you know, it is somewhat
a function of it (e.g., bigger tires will crawl a
little faster than the smaller tires).
