Switch location

Hi, I am trying to install a switch for some fog lights that a fat jolly old elf brought me. I have a 97 TJ with 3 blanks where some factory switches might be located. My question is, how do I remove the blanks? I tried prying with a screwdriver, nothing seemed to give. Do I have to remove the entire panel?

Yes, you remove the panel.
There are, if memory serves me more than green eggs and ham, either some pressure-retaining serrated-type edges, or maybe a screw.
Not hard once you get to the back side and you'll wonder why you killed yourself trying from the front.
